Full Job Description

This position is part of the Haskell Indian Nations University, Bureau of Indian Education, Department of the Interior.

As a Grants Management Specialist (Land Grant) you will perform pre-award, award, post-award, and close-out functions in support of financial assistance programs involving discretionary and mandatory funding with various legal authorities, statutory requirements and various recipients including non-profits, educational, local/state governments, and tribal entities.

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-9: 1-year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position.

This experience is related to the work of the position and equivalent to at least the GS-07 grade level in the Federal service.

Examples of specialized experience include reviewing land grants and agreements and/or acquisition proposals to ensure alignment with statutes, regulations, and agency policies; preparing financial and programmatic reports, analyzing performance data, and conducting audits; reviewing reimbursement requests, approving expenditures, and tracking budgets to prevent overspending; monitoring the recipients through review of performance reports, and financial status; developing programs that create local and regional opportunities to address youth, family, community, natural resource, and environmental issues; preparing and disseminating educational materials and marketing information in support of program initiatives through area-wide events, workshops, field days, websites, newsletters, and other mass media methods.

OR Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.

or J.D., if related to this position.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.

If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1-year of full-time study requirement.

OR Combination of specialized experience (as described above) and graduate level education (as described above). When combined together, the total meets 100% of the total requirements for the position.

To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages.

The total percentage must equal at least 100% to qualify.

GS-11: 1-year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position.

This experience is related to the work of the position and equivalent to at least the GS-09 grade level in the Federal service.

Examples of specialized experience include monitoring land grant agreements to assess compliance with regulatory, policy, and reporting requirements; conducting standard grant close-out processes, including the preparation of final assessments of compliance and agency requirements for disposition of property, financial and accounting reconciliation, and resolution of any adverse audit findings; reviewing reimbursement requests, approving expenditures, and tracking budgets to prevent overspending; monitoring the recipients through review of performance reports, and financial status; writing and managing grants, contracts, and other funds that will support land grant programming; developing programs that create local and regional opportunities to address youth, family, community, natural resource, and environmental issues; preparing and disseminating educational materials and marketing information in support of program initiatives through area-wide events, workshops, field days, websites, newsletters, and other mass media methods; collaborating with land grant institutions and USDA agricultural research service (ARS) or an ARS facility.

OR Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or LL.M., if related to this position.

OR Combination of specialized experience (as described above) and graduate level education (as described above). When combined together, the total meets 100% of the total requirements for the position.

To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages.

The total percentage must equal at least 100% to qualify. All qualification requirements must be met by the closing date of this announcement.

Other Significant Facts: The incumbent may be required to obtain and maintain Grants Management certification from an approved organization.

The incumbent may be appointed as a Grants Officer with the authority to sign awards, modifications, terminations, and other actions associated with Financial Assistance instruments within the prescribed limits of their appointment documentation.

Major Duties:

As a Grants Management Specialist (Land Grant), GS-1109-9/11, your typical work assignments may include the following under supervision: Ensures that business management systems are compliant with regulatory requirements.

Determines any risk mitigation required to protect Federal interest.

Prepares award documents for execution and ensures necessary approvals as required by DOI regulations and designates a qualified Grants Officer's Technical Representative (GOTR).

Administers grants and agreements by monitoring performance, progress and cost, protecting the Government's rights, enforcing all terms and conditions and ensuring that all actions are properly completed.

Provides direction and guidance to the GOTR or technical representative and recipient throughout the life of the agreement.

Monitors the objective review process of recipient's technical proposals and advises independent review panels, as necessary.

Receives, reviews, and evaluates all applications for assigned programs to ensure that proposals/agreements conform to law, regulations, Bureau and DOI policy.
