About the Position: Incumbent serves as the Organizational Property Book Officer responsible for planning all phases of supply operations to ensure compliance with established policies and regulations.

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes the following: 1) Exercising functional control over consumable supplies; expendable and nonexpendable property and equipment; and fixed assets to ensure compliance with established policies and regulations; AND 2) Performing Contracting and Procurement Officer duties to secure supply items through contracts and private sector credit card purchases; AND 3) Managing the organization network supply logistics program, which includes communications equipment, computers, and commercial and tactical vehicles.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

***Special Note for Military Members*** MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement [** unless the following conditions have been met: the Secretary concerned authorizes the appointment; or the position is authorized special pay under 5 U.S.C.

5305; or a state of national emergency exists]. MILITARY SEPARATED (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation.

If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date.

Your overseas time served will not reset upon accepting this assignment.

If you have returned from OCONUS within the past 2 years or less, your time previously served in the OCONUS area will be credited to your 5-year overseas rotation upon accepting this assignment.

Major Duties:

  • Serves as the organizational property book officer/accountable officer for the U.S. Special Operations Command-Korea headquarters element.
  • Exercises functional control over consumable supplies; expendable and nonexpendable property and equipment; and fixed assets.
  • Integrates and align acquisition, delivery and management of supplies, equipment, and services to ensure the successful delivery of patient care.
  • Provides support, technical guidance, training, and assistance to the organization logistics personnel.
  • Conducts cost-benefit analysis for procurements through the total supply chain. Assist supported activities with Advanced Procurement Planning (APP).
  • Develop procedures on supply objectives, inventory management, procurement actions through the U.S. General Services Administration (GSA), and private sector supply support.
  • Evaluates work of hand receipt holders to ensure accuracy, timeliness, efficiency and compliance with established procedures and instructions.
  • Projects equipment replacement by using the Life Cycle Replacement programs and establishes budget figures for equipment replacement.
  • Manages the Property Book Unit Supply Enhanced (PBUSE) and Global Command and Control System-Army (GCCS-Army) systems.
