Job Description

Summary

This job involves overseeing and approving tests for ship systems, steam plants, and electric plants on submarines or ships during construction, repair, or overhaul to ensure they meet safety and technical standards.

A good fit would be an experienced engineer who enjoys hands-on technical problem-solving in a naval environment and has a background in leading testing programs.

It's ideal for someone detail-oriented who can coordinate with contractors and resolve issues quickly.

Key Requirements

  • Bachelor's degree in engineering or related field meeting OPM basic requirements for professional engineering positions
  • At least one year of specialized experience at GS-11 level or equivalent, leading testing of ship systems, steam plants, or electric plants on ships/submarines

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer leading ship system, steam plant, or electric plant testing (e.g., maintaining surveillance, reviewing, evaluating, approving) on ships or submarines under construction, overhaul or repair.

  • You will provide technical review and local validation approval of system test program documents.
  • You will ensure that preparation for and the conduct of the ship system and propulsion plant test programs meet all technical and safety requirements.
  • You will provide coordination of approvals required for performance of system testing.
  • You will review contractor and/or Design Yard (DY) proposed system test plans and specifications and resolve technical conflicts.
  • You will resolve major problems in ship systems and steam and electric plant systems and components.
  • You will determine cause and corrective action when a malfunction, failure, or casualty occurs involving Ship System or propulsion plant equipment or stems during testing which impairs normal plant capability or causes injury to personnel.
  • You will review contractor testing documents to ensure ship systems have been adequately restored to previously certified conditions.
  • You will participate in continuous training programs for the purpose of keeping abreast of the new developments in the ship system and propulsion field.
