Full Job Description

We are seeking an experienced and results-driven Fulfillment Center Operations Manager (Liquor Store General Manager 3A) to lead the operations of our fulfillment center in Bethlehem.

In this role, you will manage and oversee the development and implementation of fulfillment center (FC) operations and projects for the Pennsylvania Liquor Control Board (PLCB) through management and control of a statewide network of regional fulfillment center operations to support a robust and growing wholesale customer network.

Requirements

An employee in this position serves as the Fulfillment Center on-site Operations Manager at the Licensee Service Center. In this position, responsibilities include but are not limited to; development of store staff schedules; implementing and applying policies and procedures; ensuring a safe workspace; promoting an excellent customer service experience; directing subordinate staff; accounting for cash management issues; completing all store records; supervising all staff and resolving personnel issues; reviewing and assessing store performance metrics; and resolving all inventory-related issues.

Additionally, this position is responsible for routine duties that include managing and engaging in customer/licensee service, ringing sales on a cash register, unloading shipments, stocking shelves, receiving, picking, and packing orders, inventory counts, and/or preparing orders for shipment.

Key Responsibilities:
  • Review and guide operations in the FC and delivery network by helping to develop and monitor quality control programs and key performance indicators for logistics operations.
  • Provide operational support and problem solving for issues for on-site personnel, vendors, and FC operations.
  • Manage the organizational plan for all methods and measures used by the PLCB to monitor assets, prevent fraud, minimize errors, verify the correctness and reliability of inventory data, promote operational efficiency, and ensure that established managerial policies are followed.
  • Help the fulfillment center to reduce costs, increase quality, develop teamwork/partnerships and improve responsiveness.
  • Monitor and review of material, labor, overhead and other costs for operating the Fulfillment Center in a precise accounting period.
  • Organize, assign, and review the work for all the FC's employees.
  • Apply procedures, requirements, regulations, and policies related to Supply Chain Management.
  • Stand for extended periods of time.
  • Operate forklift and electric pallet jacks
  • Lift a minimum of 60 pounds, using proper lifting techniques.

Work Schedule and Additional Information:

  • Full-time employment.
  • Work hours will vary, totaling 75 hours biweekly.
    • Work hours are 8:00 AM to 5:00 PM rotational, Monday - Friday.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Liquor Store General Manager 2B (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years as a Liquor Store Assistant Manager 3 or a Liquor Store General Manager 2A (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
  • Three years as a Liquor Store Assistant Manager 2 or a Liquor Store General Manager 1B (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
  • Four years as a Liquor Store Assistant Manager 1 or a Liquor Store General Manager 1A (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
  • Five years of supervisory retail sales work.


Other Requirements:

  • You must be able to perform essential job functions.


Legal Requirements:

You must pass a background investigation.

An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code.

Other criminal convictions will be reviewed on a case-by-case basis.
