This job involves coordinating the shipment of goods, personal items, and special materials for the Air Force by selecting carriers, comparing costs, and handling paperwork to ensure efficient and secure transport.

The primary purpose of this position is to arrange transportation services for the shipment of personal property or its placement in temporary storage and to effect the shipment of general freight, dangerous articles, or special security-risk materials.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
GENERAL EXPERIENCE: Applicants must have at least 1 year (52 weeks) of general experience at the next lower broadband NK-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems.
General experience is experience including administration, information management, UEC, readiness, logistics, and traffic management.
Requirements: -Make detail cost comparisons for shipment and apply a thorough knowledge of highly technical tariff rates and rate tenders submitted by voluminous numbers of carriers.
- Contacts carriers to solicit and compare rates and servicers, selects carries in consideration of multiple factors to meet broad needs considering cost, travel time, routes, etc.
Resolves carrier complaints regarding outbound allocation(s) (i.e., the equitable distribution of government freight traffic among contracted carriers).

OR EDUCATION: Successfully completed a 2-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of freight shipping procedures and documentation to include government and commercial bills of lading (GBL/CBL) and, other shipping documents related to the movement, shipment, and surveillance of freight.
2. Knowledge of the full range of freight shipment rules, tariffs, and tenders and ability to compile data and conduct detailed cost analyses. 3.
Knowledge of automated transportation systems and procedures to include inbound/outbound GBLs and CBLs, Cargo Movement Operations System (CMOS), Transportation Operational Personal Property Standard System (TOPPS), and base financial software.
Certification as a qualified typist is not necessary. 4. Knowledge of instructions, rules, manuals, and regulations pertaining to lost, damaged, or misconsigned freight shipments. 5.
Practical knowledge of packing and loading techniques to conduct on-site inspections and process air cargo shipments. 6. Ability to deal with customers using a high degree of tact and diplomacy. 7.
Skill in oral and written communications. 8. Ability to compute costs and validate charges using transportation regulations and guidelines. 9.
Ability to organize, track, and register accountable documents and transportation funds.
Ideal Candidate: -Knowledge of freight shipping procedures and documentation to include government and commercial bills of lading (GBL/CBL) and, other shipping documents related to the movement, shipment, and surveillance of freight.
- Knowledge of automated transportation systems and procedures to include inbound/outbound GBLs and CBLs, Cargo Movement Operations System (CMOS), Transportation Operational Personal Property Standard System (TOPPS), and base financial software.
Certification as a qualified typist is not necessary.
- Ability to manage overall direction and coordination of subordinate work activities and functions and implement sound personnel policies, practices, and procedures through one or more levels of subordinate supervisors.
- Ability to compute costs and validate charges using transportation regulations and guidelines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Makes detailed cost comparisons for shipment of household goods, unaccompanied baggage personal effects, privately owned mobile homes, general and special freight items by applying a thorough knowledge of highly technical tariff rates and rate tenders submitted by voluminous numbers of carriers.
Contact carriers to solicit and compare rates and services, selects carriers in consideration of multiple factors to meet broad needs considering costs, travel time, routes, etc.
Initiates investigation of damaged or astray freight and shipment overages or shortages with shippers and carriers.
Serves as the focal point to receive and respond to questions from carriers and personnel on outbound shipments.
