We are seeking a qualified and motivated professional to join the Washington State Gambling Commission as a Forms and Records Analyst, with a specialized focus on processing public disclosure requests.

In this important role, you will collaborate with the Legal and Records Manager, agency leadership, and the Attorney General to ensure the public has meaningful access to public records


Who We Are


The Washington State Gambling Commission is a state accredited; limited-jurisdiction law enforcement agency whose mission is to protect the public by ensuring that gambling is legal and honest.

We are the second oldest gambling agency in the country and the only statewide agency that licenses and regulates an estimated $3.5 billion gambling industry comprised of Tribal, commercial, and nonprofit businesses.

Working directly under the Deputy Director for Operations, the Legal and Records Unit is responsible for the agency’s legal and public disclosure activities.


The position is based at our Headquarters Office in Lacey, WA. During the initial training period, work days will be Monday through Friday, 8 a.m. to 5 p.m. After the initial training period, the position may be eligible for a telework or in-office hybrid schedule.

Requirements

Key duties include:


  • Working within a small team, assists with coordinating the agency’s response to public records requests, ensuring the public has meaningful access to public records.
  • Provide training and guidance to agency staff at all levels to ensure that relevant records are searched and provided to the unit for review in order to fulfill legal requirements, including meeting mandated timeframes for agency response.
  • Using specialty knowledge of RCW 42.56 and other agency guidance, analyze relevant documents to make appropriate redactions and prepare exemption logs as required by law.
  • Ensure tracking of public records request, as well as proper storage of responsive records in electronic repository.
  • Assist with responding to legal discovery request, as directed by the agency Public Records Officer.
  • Assist with reviewing and analyzing public record files to determine facts and potential liabilities involved in order to provide agency Public Records Officer (Legal and Records Manager) with findings and recommendations.
  • Recommend process improvements within unit and work collaboratively with others to ensure high quality customer service and superior records management.

This position requires strong critical thinking skills to accomplish program research and analysis, as well as the ability to use independent judgment in resolving daily operation challenges and fulfilling overall program requirements.


The ideal candidate will demonstrate strong analytical abilities, meticulous attention to detail, and a solid understanding of public records management and disclosure practices. Ability to maintain confidentiality is critical to this position.

Qualifications

Required Education & Experience:

High School Diploma or GED


AND

A minimum of two (2) years of direct, professional level work-related experience in public records, records management, or legal discovery.


Qualified relevant experience looks like:

  • Verifiable professional experience processing public records requests at other public or private agencies, organizations, or governmental entities.
  • Verifiable professional level experience with electronic records search and retrieval at the enterprise level of an organization, to include a variety of digital media such as email systems, file servers, and portable storage devices.
  • Verifiable professional experience assisting with litigation discovery at a public or private agency.
  • Verifiable professional experience providing guidance and training to both internal and external customers related to statutes and regulations.


We may give preference to candidates who have:

  • Verifiable professional experience in WA State Government applying and interpreting RCW 42.56 – Public Records Act.
  • Advanced knowledge of the WA State Public Records Act and litigation discovery processes.
  • Advanced skills in navigating and utilizing the MS Office Suite and related applications.
  • Professional experience in drafting professional correspondence and other types of documents.
  • Other public records management experience within WA state government.

Special Requirements/Conditions of Employment

  • Applicants will be required to sign a release authorizing a background investigation. The background investigation includes a criminal history check, credit check and fingerprinting. Information obtained from background checks will not necessarily preclude employment.
  • Be eligible to work in the United States.
  • Not serve as an officer or manager of any corporation or organization that conducts a lottery or gambling activity, including tribal gaming activities.
  • Upon hire, refrain from gambling in tribal gaming activities and all gambling licensed activities.
  • Travel state-wide and occasionally overnight, individually or with others.
