Job Description

Summary

This job involves helping manage the sale of military equipment and services from the U.S. Navy to other countries, ensuring everything follows government rules and policies.

You'll act as an expert advisor on these international deals, coordinate with various teams, and prepare documents using basic computer tools.

Key Requirements

  • At least one year of specialized experience at GS-11 level or equivalent in federal, private, or public sector
  • Knowledge of Department of State, Defense, and Navy policies on Title 10 Security Cooperation and Title 22 Security Assistance programs, including FMS, FMF, leases, and BPC
  • Experience developing, implementing, and managing FMS case Letters of Offer and Acceptance (LOA) using systems like DSAMS and SCIP
  • Ability to represent the organization and communicate effectively with senior U.S. government, industry, and foreign officials orally and in writing
  • Proficiency in basic office software like MS Excel, PowerPoint, and Word for analysis, review, and document preparation
  • Skills in analyzing, coordinating, and recommending revisions to DoD, DoN, and NIPO policies for Security Cooperation and FMS cases

Full Job Description

You will serve as a Management Analyst in the Navy International Programs Office of NIPO FMS FIELD OFFICE.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector: Utilizing Department of State (DoS), Department of Defense (DoD) and Department of the Navy (DoN) legislative, statutory, regulatory policy and directive guidance pertaining to Title 10 Security Cooperation programs and Title 22 Security Assistance programs including FMS, FMF, leases, and Building Partner Capacity (BPC) programs.

Experience with the development, implementation, and management of FMS case Letters of Offer and Acceptance (LOA), to include associated systems such as the Defense Security Assistance Management system (DSAMS) and the Security Cooperation Enterprise Portal (SCIP).

Providing representation on organizational and program matters/issues to all levels of interest both internal and external to the organization.

Communicating effectively and interacting with senior levels of US Government, industry, and foreign officials orally and in writing.

Utilizing basic office computer software to perform review, analytics and document preparation using IT tools such as MS Excel, Power Point, Word or similar software/database tools.

  • You will facilitate the mission and strategic plans of the Director, Navy International Programs Office (IPO), Deputy Assistant Secretary of the Navy (International Programs) (DASN (IP), and Navy Implementing Agency (IA).
  • You will serve as action officer, technical advisor, and technical Subject Matter Expert (SME) for Navy Security Corporation, Security Assistance (SA), and Foreign Military Sales (FMS) case development process and policies.
  • You will advise stakeholders concerning policy goals and objectives, case development requirements, and support other efforts aligned to the organization's mission.
  • You will analyze, coordinate, and recommend revisions of Department of Defense, Department of the Navy, and Navy International Programs Office initiatives and polices for assigned Security Cooperation and Foreign Military Sales cases.
