Full Job Description

This position is located in the Business Activities Division within the Morale Welfare & Recreation Department of Fleet Readiness, NSA Naples.

The F&B Manager is responsible for the overall operational management of all food & beverage service establishments which may include the Support Site, Capodichino, or Carney Park locations.

The F&B Manager is responsible for the overall operations of his/her assigned areas.

1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Comprehensive knowledge of Federal, Department of Defense (DoD), and DoN policies, requirements, administrative practices, and procedures related to the planning, budgeting, scheduling, and coordinating and the efficient operation and utilization of F&B facilities and equipment.

Knowledge of Military customs and ceremonies to plan services for a patron base that includes Command Military personnel, civilian employees, family members, retirees and Host Nation personnel.

Knowledge and skill in developing related plans, directives, and other administrative guides to implement local procedures and policies.

Knowledge of customer service driven operations, presentation and execution to ensure an effective, attractive, and sanitary program tailored to the users of the facilities.

This knowledge provides proper security and accountability of goods and supplies, and preventing spoilage and pilferage.

The incumbent requires an understanding of basic management principles in one or more Business or Recreation activity.

Ability to plan and layout improvement projects to existing facilities and to ensure customer satisfaction and efficient resource utilization during the renovation project.

Knowledge of civilian (Appropriated Funds (APF), Non Appropriated Funds (NAF) and Local National (LN)) personnel regulations, policies, and procedures to direct a staff of civilian employees.

This requires an understanding of scheduling, overtime/comp-time practices, disciplinary actions, union contracts, and equal employment opportunities policies.

Knowledge of financial management and accounting principles and policies; skill in implementing procedures which prevents fraud, waste, and abuse of assets.

Requires an understanding of internal control procedures, financial statements, annual operating budgets, balance sheets, F&B accountability controls, and inventory controls.

Knowledge of Military customs and ceremonies to plan services for a patron base that includes Command Military personnel, civilian employees, family members, retirees and Host Nation personnel.

Major Duties:

Personnel Management Oversees customer-driven food and beverage operations on a daily basis.

Directly supervises employees on operation procedures, policies and consistently monitors employees on their responsibilities.

Organizes and structures training sessions to include sanitation practices, customer relations and Alcohol Abuse Awareness, utilizing Department of the Navy (DoN) rules and regulations and local laws and policies.

Based on an analysis of workload, and cost of labor, determines the appropriate staffing levels for each facility.

Manages multiple positions including Lead Food Service Workers, Food Service Workers, Counter Attendant, Recreational Assistant, and Custodial positions both US and Local National employees.

Program Management Compares and analyzes price, service, and environment of outlets in both the local market area, and U.S. standards.

Analyzes customer traffic patterns, group participation, and assists in the planning of major renovations, and improvements.

Makes recommendations to leadership to improve services and maintenance of facilities and safety of the workplace.

Monitors the activities of the facility to ensure that needs and desires of customers are met.

Activities monitored include menu planning, food quality, alcohol controls, equipment purchases, inventory controls, labor and scheduling.

Financial Management Coordinates purchases of merchandise, goods and services (Purchase Requests (PR's) & Blanket Purchase Agreements' (BPA's)).

Ensures that goods and equipment are properly stored and secured. Established Performance Assessment Review levels and proper inventory management of operations.

Provides F&B support for large special events, Community Recreation functions and other official functions.

Analyzes financial performance of each Facility and takes appropriate action to ensure solvency.

Prepares annual operating budget, understanding the numbers (revenues and expenses) to be able to effectively brief Leadership. Makes recommendations on analysis of branch performance data.

Facility Management Incumbent is first line supervisor. Will be responsible for setting expectations and evaluating annual performance.

Responsible for scheduling the workload, approving/disapproving leave, training and counseling of the staff as well as providing day-to-day guidance.

Must insure projected leave calendar is developed to avoid interruption of the delivery of service throughout the division.

Develops an annual Individual Development Program (IDP) training calendar for all employees using input provided by subordinate supervisors and staying with Commander Navy Installations Command (CNIC) guidelines.
