Job Description

Summary

This job involves leading projects and developing policies to protect, restore, and improve fish and wildlife habitats in the Pacific Northwest, working for a federal energy agency that supports environmental programs.

A good fit would be someone with a science background in biology or natural resources, experience managing environmental projects, and skills in collaborating with partners to meet legal and program goals.

It's a temporary role in Portland, Oregon, that could last up to five years and might become permanent.

Full Job Description

This position is located in Oregon Implementation (EWL), of the Fish & Wildlife Program (EW), Environment, Fish & Wildlife (E), Bonneville Power Administration (BPA).

The purpose of this position is to serve as a Fish and Wildlife Administrator and senior program lead and/or project manager responsible for performing professional scientific work involved in the implementation or the development of policy to support fish and wildlife protection, mitigation and enhancement measures.

This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition.

Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay.

Temporary promotions may be terminated at any time based on the needs of management.

If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position.

Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director.

Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management. BASIC QUALIFICATIONS A.

Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, --OR-- B.

Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education, --OR-- C.

Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service.

Specialized Experience for this position is defined as: 1) Providing biological guidance to ensure compliance with applicable laws, regulations, and policies for fish and wildlife protection, mitigation, and enhancement projects; 2) Utilizing the most current data and research evidence to prioritize habitat improvement projects; and 3) Collaborating with multiple stakeholders to negotiate programmatic agreements (MOUs and MOAs) to achieve the goals of a Fish and Wildlife Program.

"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

As a Fish and Wildlife Administrator, you will: Serve as a Fish and Wildlife Administrator and as a senior program lead and/or senior project manager for implementation of fish and wildlife protection, mitigation and enhancement measures at basin-wide, sub basin, and provincial geographic levels covered under the Fish and Wildlife Program adopted by the Council and the Proposed Action of the FCRPS Biological Opinion, and may include is but not limited to habitat, hatchery harvest, and RM&E related measures.

Serve as a recognized authority in the implementation or development of policy to support fish and wildlife protection, mitigation, and enhancement measures at basin-wide, sub-basin, and provincial geographic levels covered under the Fish and Wildlife Program.

Initiate, formulate plans, and execute major studies and projects or continuing specialized fish and wildlife protection, mitigation, and enhancement projects that represent a significant part of the F&W program.

Work at a programmatic level to develop and implement processes and procedures to support the internal project management and funding award processes with Procurement and environmental issues with the BPA's Environmental Compliance group.

Represent BPA scientific programmatic positions when attending and participating in site visits and project/program reviews under the F&W Program to provide technical and scientific assessments of project/program merits, accomplishments, and the effectiveness in achieving desired outcomes (e.g., review/overview of complex habitat or research projects/programs).

Develop/improve/implement intra- and inter-department mentoring program for newer and/or existing F&W employees with the goal of increased organizational productivity and career development.
