Job Title: Fiscal Analyst 2
Location: Lacey WA
Closes: April 14th, 2026, by 5 p.m. PST.
Position Status: This is a permanent position. This opportunity is internal and available to current Parks employees only.
About this position:
The Fiscal Analyst 2 processes, reviews, and audits all payroll documents, deduction forms, and timesheets. Duties include but are not limited to:
- Codes and audits payroll timesheets for entry, providing guidance and consults with employees regarding questions related to deductions, electronic funds transfers, retirement, health insurance, federal and local tax deductions, and housing deductions.
- Establishes new hires in the Human Resource Management System (HRMS) and ensures correct retirement and health benefit eligibility for rehires and seasonal employees.
- Processes separations including leave cash outs, shared leave donations, overpayments, underpayments, and tracks all employee movement.
- Calculates holiday hours for all hourly employees.
- Processes garnishments to include child support payments.
- Prepares documents for payroll payments paid outside of HRMS.
- Creates A-19s for lost or destroyed warrants and fiscal payments to outside agencies, as needed.
- Tracks and reports out on various payroll activities to maintain compliance with GAAP, RCW, and WACs.
This position offers hybrid telework flexibility, though frequent on-site attendance is required to meet business needs. The default assigned work location of all Parks positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. Parks may choose, but are not required, to support out-of-state telework on a case-by-case basis.

Requirements
Some of what you'll do:
- Maintains and monitors the payroll system to ensure that employees are set up and paid correctly.
- Prepares, explains, and processes new employee benefit forms to new employees.
- Codes and audits payroll timesheets based on CBA, RCW, WACs, and FLSA rules.
- Processes garnishment orders received from the Attorney General's Office (AGO) to ensure proper paperwork is complete and deductions are taken correctly.
- Reviews, analyzes, and interprets agency accounting and financial records and reports.
- Responds to requests for wage verifications from financial institutions as well as various state agencies.
Qualifications
REQUIRED QUALIFICATIONS:- One (1) year of accounting experience or financial administration.
DESIRED QUALIFICATIONS:- Experience using the Human Resource Management System (HRMS).
CORE COMPETENCIES:Technical Systems Proficiency:
- Manage HRMS and Pay 1 systems with a focus on benefit eligibility and subsidiary ledger integration.
Data Integrity & Auditing:
- Perform high-volume technical auditing to identify and resolve coding errors before they escalate into overpayments or grievances.
Benefits & Retirement Administration:
- Administer the full employee lifecycle—from onboarding to leave cash-outs—with expertise in complex seasonal and rehire eligibility.
Consulting & Conflict Resolution:
- Communicate complex deductions and corrective actions professionally to resolve employee and supervisor inquiries.
Workflow Management:
- Balance high-volume inquiries with rigid fiscal cycles and payroll deadlines, including A-19s and holiday calculations.

Requirements:Working Conditions: Schedule is 40 hours a week, occasional overtime required to meet payroll deadlines. Telework options are available on a limited basis. There is occasional travel.
