DSHS FTAA Payroll - Fiscal Analyst 3
As a Fiscal Analyst 3 with the Washington State Department of Social and Health Services, you'll perform complex payroll, benefits and financial work that ensures employees are paid correctly and public funds are handled with care.
This includes auditing transactions, resolving discrepancies and applying laws and policies that guide payroll and financial operations.
Positions in this job class may be assigned to different areas of focus based on business need.
Work may include payroll and benefits accounting, or specialized functions such as payroll tax analysis, multi-state tax compliance and reporting.
Regardless of assignment, all positions are responsible for analyzing complex data, resolving issues and ensuring accurate and timely payroll operations.
Some of what you’ll do
- Process, review and approve complex payroll transactions, including benefits, deductions and adjustments.
- Analyze payroll and financial data to identify discrepancies and take corrective action.
- Ensure payroll reports are examined and corrected.
- Reconcile payroll records with general ledger accounts to ensure accuracy.
- Research and resolve overpayments and complete recovery processes when needed.
- Interpret and apply payroll, tax and benefit laws, rules and policies.
- Audit payroll systems, transactions and reports to ensure compliance and accuracy.
- Investigate and resolve complex issues, including payroll errors, benefits, garnishments and tax-related matters.
- Support employee lifecycle changes such as hires, transfers and separations within payroll systems.
- Perform complex payroll tax work, which may include multi-state tax calculation, withholding, reporting and compliance.
- Create and analyze reports using spreadsheets and financial systems.
- Train and support staff on payroll processes, systems and requirements.
- Respond to inquiries from employees and partners in a timely and professional manner.
- Maintain payroll records and ensure documentation meets agency and audit standards.
- Assist in developing and updating payroll processes and procedures.
Who should apply?
Professionals with a bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
AND
Two to three years of relevant professional experience.
Please note: Professional experience may substitute for education, but not for the required credit hours. A master’s degree in a financial-related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant may be substituted for professional experience.

- Accounting knowledge: Apply accounting principles to reconcile payroll, benefits and financial data across multiple systems.
- Payroll operations: Demonstrate knowledge of complex payroll processes, transactions and controls.
- Tax application: Apply payroll tax laws and requirements, including multi-state tax rules when assigned.
- Policy interpretation: Apply laws, rules and agreements to guide payroll and financial decisions.
- Analytical thinking: Examine complex financial and payroll data to identify issues and determine solutions.
- Attention to detail: Identify and correct small discrepancies that impact payroll accuracy.
- Problem solving: Research issues, determine root causes and implement appropriate corrections.
- Technical skills: Use payroll systems and tools such as Excel to analyze and report data.
- Training support: Share knowledge and support others in learning payroll processes and systems.
- Adaptability: Adjust to changing priorities, system updates and regulatory changes.
