Job Description

Summary

This job involves helping manage budgets, reconciling accounts, and working with financial systems for a U.S. military commissary agency based in Germany.

Specialized Experience: One year of specialized experience which includes performing work in performing account balancing and reconciliation duties; experience with automated accounting and civilian pay/leave systems; working with automated financial systems, and accounting code structure and procedures that involve a wide variety of interrelated steps, conditions, and procedures or processes.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Accounting, Business Management, Budget, Financial Management.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18.

Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).

Major Duties:

  • Assist in reviewing budget guidance, developing budget requirements, studying trends, and monitoring and evaluating budget execution.
  • Participate as a member of a study team in planning the work of conducting management studies applicable to organization policy and structures, space management, manpower, equipment requirements/utilization and control.
  • Prepare reports comparing actual obligations and expenditures with budget requirements, distributes monthly budget versus cost reports to leaders and supervisors. Receive and examine complex payroll authorization documents.
  • Audit pay and leave accounts to identify and correct delinquent and/or erroneous personnel actions or time- keeping errors.
  • Perform monthly reconciliation and recapitulation of the general subsidiary accounts to assure that the basic accounting data and computerized and manual reports are in balance.
