This National Guard position is for a FINANCIAL SERVICES TECHNICIAN (TITLE 32), Position Description Number D1986000 and is part of the FL USPFO, National Guard.
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C.
709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians.
First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, MAY be authorized.
Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Military Grades: Warrant Officer/Enlisted: E5 thru CW3 GENERAL EXPERIENCE: Must have experience collecting and analyzing data; applying procedures and directives by interpreting program material; preparing reports and presentations; delivering formal training presentations or briefings; analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; planning and organizing work; and communicating effectively both orally and in writing.
SPECIALIZED EXPERIENCE: GS08 Must have at least one year of specialized experience at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experience in the private or public sector involving the analysis, validation, processing and correction of military and civilian financial and travel pay transactions; independently utilizing regulatory guidance and a complete understanding of fiscal related automated systems and processes to ensure the accuracy and validity of disbursements, collections and adjustments related to financial records.
Major Duties:
As a FINANCIAL SERVICES TECHNICIAN (TITLE 32), GS-0503-8, you will perform broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems concerning pay, accounts payable, and various travel entitlements, using multiple procedures, processes and techniques to evaluate alternatives and arrive at decisions, conclusions and recommendations.
Analyzes diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial technical issues or problems.
Perform in-depth analysis, complicated pay, travel, and accounts payable issues involving substantial corrective action and/or complicated adjustments and resolves issues, including assessing unusual circumstances or conditions.
Utilizes experience and judgment, rather than guides, to fill in gaps, identify sources of information, and make working suppositions about what transpired to decide approaches, and resolve specific problems.
Develops variations in approaches to fit specific problems or deals with incomplete, unreliable or conflicting data in the process of work performance in order to validate transactions and resolve inconsistencies.
Analyzes particular facts of financial transaction problems/issues, verifies and evaluates data; obtains additional information to reconcile discrepancies or inconsistencies; and applies pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution.
Performs research regarding many different and unrelated processes and methods relating to financial transactions for analysis of complex and unusual financial transactions.
Analyzes results, applies personal initiative and judgment to make recommendations, which may result in changing guidelines affecting internal, state, and National Guard Bureau (NGB) level processes and procedures.
