Full Job Description

SUMMARY:

The CIP Financial Analysis supports the financial health and compliance of DWSD's multi­million-dollar Capital Improvement Program.

This role is responsible for forecasting, funding source validation, and financial reporting across a portfolio of infrastructure projects funded by bonds, l&E, grants, and SRF.

The analyst will serve as the primary point of accountability for CIP budgeting, funding alignment, and financial risk identification - assisting the department proactively manage capital finances, reduce audit exposure, and improve reporting accuracy.

This is not a Civil Service Position. DWSD employees are subject to provisions of Court Orders entered in United States District Court, Eastern District of Michigan, Southern Division, Case No.

77-71100 with regard to certain terms and conditions of employment.

Requirements

KNOWLEDGE OF:

-Forecast monthly and quarterly CIP expenditures by fund, project, etc.
-Maintain and analyze Oracle reports including ProjectStatus, Commitments, Expenditures, Budget
summaries
-Identify and support correction of funding source misclassifications (l&E v Bond v Grant vSRF)
-Track and escalate financial risks including overspending, underutilized funds, or
delayed project closeouts
-Collaborate with the internal/external stakeholders to ensure year-end financial reconciliation and
ledger accuracy
-Assist in preparing journal entry documentation and funding realignments
-Develop and maintain
dashboards to monitor project funding, encumbrances, and burn rate
-Support internal and external audits with clear, organized financial record



Qualifications

REQUIRED EDUCATION AND EXPERIENCE (position requirements at entry)

  • Bachelor’s degree; with specialization in Account or Finance ONLY, or equivalent experience preferred
  • Minimum of 1-3 years of experience related to the field of (economics, finance, accounting) and/or related job assignment
  • Familiarity with year-end reconciliation and municipal accounting procedures
  • Experience developing dashboards or reporting templates
