We are seeking a highly organized and strategic Financial Services Program Manager to lead high-impact programs funded through local, state, and federal sources that serve our community.

This role requires a detail-oriented professional with a strong ability to coordinate and support board meetings, engage and communicate effectively with program stakeholders, and make sound decisions that ensure ongoing compliance and operational integrity.

The ideal candidate will oversee grants, budgets, contracts, and regulatory requirements while keeping complex programs structured, efficient, and accountable.

Hiring Range: $78,000 - $88,000 annually

This position has an anticipated work schedule of Monday – Friday, 8:00am – 5:00pm, subject to change.
Under FLSA guidelines, this position is exempt.

Responsible for the administration, oversight, and continuous improvement of assigned grants and programs to ensure effective service delivery and compliance with applicable federal, state, and local requirements. The position plans, implements, monitors, and evaluates program activities, budgets, contracts, and performance measures, while coordinating with internal teams, external partners, and funding agencies to advance organizational goals and community outcomes, and to ensure strategic alignment. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.

Requirements

  • Plans, administers, and oversees assigned grants and other assigned programs to ensure compliance with funding requirements, policies, and performance standards.
  • Establishes program goals, timelines, and deliverables; monitors progress and adjusts operations as needed to meet program objectives.
  • Ensures compliance with federal, state, and local regulations, grant requirements, and county policies; prepares, reviews, and submits required reports, performance data, and documentation.
  • Coordinates program monitoring activities, audits, and corrective action plans.
  • Develops, manages, and monitors program budgets, expenditures, and financial reports; reviews invoices, contracts, and funding allocations to ensure allowable and cost-effective use of funds.
  • Oversees contracts and relationships with service providers, vendors, and community partners, including procurement activities, contract compliance, and performance monitoring.
  • Analyzes program performance data and community needs to recommend program improvements, expansions, or modifications; participates in strategic planning and continuous improvement efforts.
  • Serves as a liaison with internal departments, community stakeholders, advisory boards, and funding agencies; represents assigned programs in meetings, trainings, and public forums.
  • Performs other duties as required.

Supervision Exercised: This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area. 

Supervision Received: 
Receives General Supervision: This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.

Qualifications

Knowledge, Skills, and Abilities
  • Thorough knowledge of program and project management, including grant administration, budgeting, fiscal oversight, contract administration, and regulatory compliance.
  • Ability to analyze data, prepare reports, evaluate performance measures, and maintain the security of sensitive and confidential information.
  • Ability to exercise sound judgment, identify risks or compliance issues, and develop and recommend corrective actions.
  • Ability to work independently and collaboratively, manage multiple priorities, and perform effectively under pressure and deadline constraints.
  • Ability to communicate effectively, both verbally and in writing, and to collaborate with and engage a broad range of internal and external stakeholders.
  • Ability to use standard office equipment, including computer, telephone, fax machine and copier. Skill in using Microsoft Office and other software.
  • Ability to establish and maintain effective working relationships with co-workers, County employees, elected officials, and external agencies. Ability to provide excellent customer service.

Required Education and Experience
  • Bachelor’s degree in public administration, human services, business administration, or a related field.
    • Four years of related professional experience may substitute for the required degree.
  • Three years of progressively responsible experience in program management, grant administration, or related work.
    • Master’s degree in a related field may substitute for one year of the required experience.
Preferred Education and Experience
  • Experience managing federally or state-funded programs.
  • Experience with data analytics.
Pre-Employment Requirements
  • Must pass conditional post offer background investigation and drug screen.

Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs.
