The Financial Accounting division of the WV Offices of the Insurance Commissioner is responsible for the preparation of audited financial statements, monthly financial reports, the budget, management and administration of federal grant funds, daily cash management and investment processing, which includes accounts payable and all agency cash receipts processing through the state accounting system.
The ideal candidate will be responsible for performing the following duties:
- Performs financial work on a professional basis in accordance with Generally Accepted Accounting Principles (GAAP).
- Processes accounts payable invoices utilizing the wvOASIS system for payments to vendors.
- Prepares annual lease expenditure reports and maintains copies of all lease agreements in accordance with GASB 87 to provide to the contracted CPA firm performing the audit of the GAAP financial statements and assist with any questions pertaining to work completed.
Utilizes the wvOASIS financial system to prepare business intelligent reports to analyze transactions for accuracy on the coding of accounts payable, P-Card, and travel transactions to ensure the financial accounts are correctly coded.
These reports assist Financial Reporting Specialist 2s and 3s in completing the monthly cash settlements on 15 funds.
- Reconcile all WV Offices of the Insurance Commissioner employee P-Card and travel transactions monthly in the P-Card and Travel Modules.
- Serve as a P-Card and travel coordinator and liaison to state contractor vendors and the state auditor’s office.
- Train agency employees on P-Card and travel roles, regulations, procedures, and updating them on any new changes.
- Correspond with vendors and coworkers concerning invoice payments or issues and gather any missing documents while reviewing for accuracy.
- Serve as a back-up for the Financial Reporting Specialist 2 regarding the agency budget.
- Will perform other duties as assigned.

Qualifications
Training: Bachelor’s degree from an accredited college or university and may require up to 24 semester hours in accounting. Preference may be given to applicants with CPA certification, a Master of Professional Accountancy or a Master of Business Administration.
AND
Experience: One (1) year of full-time or equivalent part-time paid experience in preparing or auditing GAAP based audited financial statements or maintaining accounting systems which support the preparation of GAAP based audited financial statements which included substantial experience with applicable software.
OR
Substitution: Graduate course work in the above areas from an accredited college or university may substitute at a rate of fifteen (15) semester hours for every one (1) year of required experience.
