Since 1971, SC Housing has been the state's primary source of funding for affordable multi-family housing development.
We help to ensure that citizens have a supply of attractive and efficient rental units, providing stable, safe housing for those who are either not ready for, or choose not to own, their own home.What will you do?In this role, you will have primary responsibility for all aspects of processing the accounts payable and certain accounting functions of SC Housing and will be required to exercise good judgment and complete tasks with minimal supervision.
Your duties will include, but are not limited to:
- Acting as an important part of the reporting functions of the department and agency including unaudited quarterly statements, annual audited statements, and HCV reporting.
- Assisting with account reconciliations and analyzing various accounts.
- Processing all accounts payable items of SC Housing including employee travel vouchers, shopping carts, state agency interdepartmental transfers, contingent vouchers payable, and special (urgent) requests.
- Prioritizing critical items and make appropriate processing decisions.
- Interacting courteously, timely, and effectively with vendors and employees.
- Ensuring proper coding and allocation of accounts payable documents, shopping card requests, and purchase orders.
- Establishing a good working relationship with procurement who can assist in resolving budget, shopping carts, and purchase order issues.
- Resolving budget errors received in SCEIS by working with and re-processing the invoice in SCEIS.
- Monitoring administrative funding levels, computing and calculating fund transfers as necessary.
- Processing Housing Assistance Payments (including Housing Choice Voucher, Mainstream, and Emergency Housing Voucher programs) payments from electronic payment data generated and transmitted by the Rental Assistance division.
- Coordinating the correct coding of manually submitted and transmitted vouchers
- Acting as a liaison between the Rental Assistance division and the State Treasurer's Office to issue stop payments and replace lost checks when requested.
- Under the supervision of the Accounting Manager, generate the HAP Funding Transfer monthly entry and prepare the HAP VMS Report monthly. Also, complete the annual HAP HUD Admin Fee Recalculation.
- Serve as backup for processing draws for Contract Administration, National Housing Trust Fund (NHTF), and State Housing Trust Fund (SHTF) programs.
- Serving as backup for processing non-STO accounts payable processing (First Citizens and manual Wells Fargo checks/wires).
- Assist in the management and reconciliation of fixed assets accounting.
- Assist in the preparation of the agency's annual operating budget.
- Analyze spending trends and provide insights to support decision-making.
- Assist with month-end and year-end closing activities, including journal entries and accruals.
- Ability to multi-task, manage time effectively, prioritize tasks, and process time sensitive materials in a fast-paced environment.
- Provide backup support for Accounts Receivable.
- Proficiency in Microsoft Office products, particularly MS Excel.
Requirements
Agency Minimum Requirements*:
A Bachelor's degree in finance, business, accounting, or a related field and two (2) years of full-time experience in accounts payable, reconciliations, and/or bookkeeping.
* Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience to be considered for this position.
Additional Requirements:Must be able to lift and carry files, books, and reports weighing up to 20 lbs. Must be able to perform filing, desk work, and operate general office equipment. Must be able to sit or stand for prolonged or intermittent periods of time while sharing, gathering, or presenting information to other staff members or external parties. The employee must be able to perform these tasks with or without reasonable accommodations. Qualifications
Capable of prioritizing critical items and make appropriate processing decisions.
Capable of acting as liaison between the organization and external state government entities in the execution of payments, reconciliations and other general ledger activity.
Knowledge of SCEIS accounts payable and procurement interaction.
Knowledge of accounting/bookkeeping principles and practices.
Demonstrated proficiency in Microsoft Office products to include advanced level understanding of Excel and Word. Experience with higher level Excel techniques like Pivot Tables and Vlookups.
