Full Job Description

The primary purpose of the Financial Manager/Chief Financial Officer (CFO) is to direct a program for the management of the financial resources of the VA with the duties and responsibilities of developing, coordinating, and maintaining an integrated system of financial staff services including accounting, budgeting, financial reporting, auditing, management analysis, payroll operations, employee travel services, and agent cashier operations of the organization.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/23/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Basic Requirements for Positions with Accounting Responsibilities: A.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED) OR B.

Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

Background must include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.

This can include up to 6 hours of business law; (TRANSCRIPT REQUIRED) or A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; (COPY OF CERTIFICATE REQUIRED) or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

(TRANSCRIPT REQUIRED) In addition to meeting the Basic Requirement above, you must also meet the following specialized experience to qualify at the GS-14 grade level: Specialized Experience: You must have one full year (52 weeks) of full-time specialized experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position.

To be creditable specialized experience, it must have been equivalent to the GS-13 grade level and would typically include: Developing, coordinating, and maintaining an integrated system of financial staff services including accounting, budgeting, financial reporting, auditing, management analysis, payroll operations, employee travel services, and agent cashier operations; exercising control over the financial resources of an organization; advising on, developing, coordinating, and carrying out financial policies, procedures, and plans; Advising organizational officials on financial management topics required to make informed management decisions and aid in the establishment of organizational goals and objectives and performing various supervisory duties, such as assigning work, initiating personnel actions, conducting performance evaluations, and resolving differences between program officials.

You will be rated on the following Competencies for this position: Accounting Operations Budget Administration Computer Skills Financial Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is principally sedentary. Work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site.

Major Duties:

Major duties and responsibilities include: Financial Management Duties: 75% Designs, establishes and maintains an integrated financial management system, including budgeting, accounting, and managerial-financial reporting, which furnishes timely data that is used in the direction, evaluation, and control of operations at the various levels of management.

Develops and implements budgetary and financial policies; Interprets and assesses the impact of new and revised Congressional legislation on the formulation and execution of budgets; Projects and analyzes the potential effects on budgetary actions on program viability and attainment of program objectives; Developing and rendering authoritative interpretations of executive orders, OMB guidelines and directives, and policies and precedents.

Develops the strategy for presenting budget for important substantive programs; developing narrative and statistical justification for requesting funds; and briefing management officials on the nature of the testimony to be given to fund granting and approving officials.

Financial oversight of a wide range of financial programs, appropriateness of expenditures, collections of funds and ensuring the fiscal integrity of all financial records at the medical center.

Develops local policies for use by operating officials in preparing budget estimates for their department and service lines. Maintains and validates the VA cost accounting data.

Responsible for budget formulation, review, evaluation, and execution. Coordinates a comprehensive Resource Management Quality Control Program.

Provides expert advice to program officials and to accountants, budget analysts, and other specialists on interpretation of accounting, budget, and financial regulations pertinent to systems development efforts or program operations.

Supervisory Duties: 25% Recruits and hires subordinate staff members in line with merit staffing procedures and equal employment opportunity guidelines Assigns work to staff and provides technical and policy direction to their efforts Evaluates the work performance of subordinate staff members and recommends appropriate awards to enhance effective performance or takes action to deal with inadequate performance, through counseling, training, coaching and other means Resolves staff complaints concerning working conditions and related matters, and provides referral services, if necessary, to employees who develop personal problems that interfere with effective performance or undermine work group cohesiveness.

Evaluates subordinate supervisors or leaders and serve as the review official for evaluations they prepare for non-supervisory employees.
