About the Position: This position is located in the Directorate of Resource Management, Financial Management section of the Defense Health Agency in U.S. Naval Hospital Yokosuka, Japan.

Incumbent provides oversight of the Military Treatment Facility (MTF)'s financial management operations, budget, and related programs.

This is a Direct Hire Solicitation Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes interpreting guidance, policies, or regulations regarding finance or budget programs to provide guidance to leadership or staff; prioritizing duties to plan or delegate work to subordinate employees; analyzing information to ensure accurate reporting within accounting or financial reporting systems; making recommendations to improve plans or processes for an organization's financial management program.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • Manage the day-to-day operations of the Financial Management and Budget Departments by directing the implementation of policies, directives, and action requests.
  • Oversee the financial management information program to include processes and reporting.
  • Direct the Budget Division’s support of all program elements of the Command.
  • Prepare reports, proposals, presentations, and analytical products in response to requirements from higher authority.
  • Provide supervision to employees and supervisors within multiple divisions to include Budgeting, Accounting, and more.
  • Support the command in developing and executing the strategic plan and quality improvement program to align with strategic objectives.
