About the Position: Located in the Directorate for Resource Management at Walter Reed National Military Medical Center (WRNMMC).

Incumbent will report directly to the Accounting Officer and will serve as Financial Management Specialist for the Directorate for Resource Management.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Specialized Experience: One year of specialized experience which includes investigating and resolving financial, technical and operational problems, ensuring the accuracy, relevance, or timeliness of financial information, recommending alternative actions, corrections, or solutions to complex issues; coordinating completion of accounting reports and taskers; reviewing or interpreting policies, regulations, and guidelines in the area Finance/Budget; and working independently with automated accounting systems such as General Fund Enterprise Business System (GEFBS).

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • Serves as Senior Financial Management Specialist for Accounting Services within the Directorate for Resource Management. Coordinates completion of accounting reports and taskers for the directorate.
  • Provides the organization with knowledge base for proper management and administration of all financial transactions.
  • Leads a team of Financial Management staff and Travel Team members on daily assignments, taskers and related request from internal/external customers.
  • Independently investigates a variety of technical finance and accounting problems/situations with analytical responsibility for recommending alternative actions, corrections, or solutions.
  • Interprets regulations and directives promulgated by higher authority and uses this information to establish, prepare, and disseminate policy and guidance to customers.
  • Participates in meetings, task groups, and committees to obtain and disseminate resource management information. Provides staff and command elements with professional resource management advice and guidance.
  • Advises and assists managers in the preparation of requirements schedules for both appropriated and reimbursable programs.
  • Responsible for overseeing the work of staff accountants, accounting technicians, and financial analysts.
