Job Description

Summary

This job involves providing expert financial advice and support to U.S. embassies and overseas posts, helping them manage budgets, payments, and policies from a remote location in South Carolina.

Full Job Description

This position is located in the Bureau of Comptroller and Global Financial Services (CGFS), Office of the Associate Comptroller (S), Post Support Services (PSS).

The CGFS Post Support Services delivers high quality and efficient remote financial transactional services to support the financial operations of our overseas posts and further the Department's mission.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience supporting post-level International Cooperative Administrative Support Services (ICASS) management platform as a Certifying Officer, including approving funds availability for obligations at post level.

Experience utilizing the Quality Management System ISO-9001 internal control framework.

Experience communicating complex State Department and ICASS Platform issues, policies, and recommendations to a variety of internal and external stakeholders.

There is no substitute of education for specialized experience for the GS-14 position.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Major Duties:

  • Provides the full range of financial support and guidance on but not limited to fiscal policy, USDH allowances, contracting regulations, funding personnel actions, payroll and budgeting to post management, and USG agency partners.
  • Provides expert financial management advice, guidance, and consultation to program and financial management officials in the supported missions and at regional and functional bureaus .
  • Serves as the de facto FMO for posts seeking financial management services from Post Support Services.
  • Serves as an expert authority on interpretation of financial management guidelines, policy, legislation, and regulations and provides sound, Associate Comptroller, regional bureaus, policy offices, post management and agencies at post.
  • Makes recommendations to the Office Director regarding the development, implementation, and maintenance of the framework of polices and procedures relating to financial operations, also to unit goals, objectives, plans, polices, and priorities.
  • Analyzes Post Support Services data to search for trends and potential to improve support levels.
