Your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Applying intensive knowledge of financial administration principles to provide oversight of an organization's financial or budgetary actions.

  • You will serve as the Business Financial Manager responsible for providing management, oversight and overall execution of 04's budget.
  • You will develop and implement financial management plans, procedures, and programs to facilitate the effective, efficient, and timely application of financial resources to facilitate accomplishment of the organization's mission.
  • You will prepare and review responses to external audits; e.g., Financial Management and Budget (FMB), Government Accountability Office (GAO), etc., which involve the implementation of financial management policies and procedures.
  • You will conduct evaluation and analysis of financial-related issues elevated by audit reports, budget reviews, etc. Identify the need for corrective action and recommends alternatives.
  • You will be responsible for long-term strategic financial planning of the program and the preparation and submission of the program's annual Program Objective Memorandum (POM) requirements.
  • You will organize, coordinate, support and work effectively with program office leadership to resolve problems.
  • You will obtain clarification on any and all aspects of program requirements and budget inputs submitted.
  • You will develop program measures of current and future operations, review and interpret policy affecting program requirements, and evaluate data recommending changes to program processes or procedures to improve effectiveness.
  • You will demonstrate experience with DOD planning, programming, budgeting and execution (PPBE) process and systems.
  • You will develop, analyze and report planned programmatic requirements for a major defense acquisition program.
  • You will prepare mid-year reviews, quarterly execution reviews, budget exhibits and high level briefings.
  • You will develop innovative approaches to achieve programmatic financial goals while minimizing expenditures.
  • You will formulate long-term financial strategies and plans for military construction programs.
