Summary

This job involves overseeing travel programs, managing budgets, and ensuring financial compliance for the Navy's surface forces, including handling travel claims, charge cards, and financial reports.

Key Requirements

To qualify for a GS-11, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience providing oversight of DoD Travel Program by ensuring that the program is executed in compliance with DoD Financial Management Regulations (FMR), Defense Travel Management Office (DTMO) policy, Defense Travel System (DTS) Business Rules and Joint Travel Regulations (JTR).

Experience ensuring processing of travel orders and claims, review/audit of claims and collection of debts/overpayments are accomplished timely and in accordance with established regulations.

Experience providing oversight of the Government Travel Charge Card (GTCC) Program to CNSL and subordinate commands in accordance with governing instructions and timelines established by DoD Financial Management Regulations (FMR), Volume 9, DoD Instruction 5154.31, Volume 4, and NAVSUPINST 4650.7A.

Experience providing various reports that indicate the status on travel invoices pending certification completion.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will be the technical expert and advisor to the Commander Naval Surface Force Atlantic (CNSL), provide advice on travel claims and approving travel vouchers in Defense Travel System (DTS).
  • You will be responsible for applying Joint Travel Regulations (JTR) principles in processing and certifying travel claims in DTS.
  • You will serve as the Alternate APC for the Government Travel Charge Card (GTCC) program and provide financial reports and information as requested.
  • You will analyze Financial Efficiency Index Factors and ensure compliance with governing directives for travel integrity.
  • You will identify and analyze receipts, obligations and expenditure of funds allotted to CNSL.
  • You will provide financial statements, accounting reports, and other information of a factual nature reflecting the interrelationship between accounting, budgeting, and ether management data.
  • You will be a technical expert and advisor to CNSL and subordinate commands, advising and formulating budgets and estimates to support plans, programs, and activities.
  • You will review and evaluate budget requests, control and reporting obligations, and expenditures for CNSL and subordinate commands.
  • You will be responsible for ensuring funds are properly allocated and provide recommendations on the best course of action after coordinating with subordinate commands and other relevant activities.
  • You will ensure all financial records are in balance, forecasting and analyzing budgets, and provide financial information as requested.
