Job Description

Summary

This job involves managing financial aspects of foreign military sales for the F-35 program, including budgeting, fund tracking, and ensuring compliance with government rules.

You'll advise on policies, analyze costs, and work with various agencies to handle sales from start to finish.

Key Requirements

  • At least one year of specialized experience at GS-11 level or equivalent in budgeting, financing, or foreign military sales
  • Strong knowledge of budgeting principles, laws, and regulations, especially for foreign military sales
  • Experience developing and implementing financial policies for foreign military sales programs
  • Familiarity with Security Assistance/Security Cooperation processes, including the FMS sales lifecycle per SAMM and related DoD manuals
  • Ability to analyze financial data, resolve variances, and review funding documents for accuracy
  • Proficiency in using financial systems like CRIS, CMCS, ABSS, CCaR, DIFS, SCIP, and DSAMS
  • Excellent oral and written communication skills for advising management and coordinating with agencies

Full Job Description

You will serve as a Financial Management Analyst in the F-35 Joint Program Office (JPO) Foreign Military Sales (FMS) Program of NAVAL AIR SYSTEM COMMAND HQ-OSF.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Master concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels; 2) Develop, recommend and implement budgetary/financial Foreign Military Sales policies; 3) Applying standards Security Assistance/Security Cooperation (SA/SC) programs to include the application of the FMS sales process from case development, implementation, execution, to closure, in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38-M.

4) Analyzing, reviewing, and interpreting financial Foreign Military Sales execution data and resolving variances; 5) Communicate clearly both orally and in writing for the purpose of providing information and guidance to management or customers at all levels.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • Provides advice in the management, direction, oversight, and creation of policy in all areas of financial planning, funds allocation, budget execution, purchase request worksheet processing, contract financial administration, and cost estimating.
  • Requests, analyzes, and evaluates cost and pricing data to determine price reasonableness when relevant historical data and pricing precedents are generally not available or require extensive adaptation.
  • Plans, directs, analyzes, and administrates FMS Case budget and execution to fulfill requirements in the Letter of Offer and Acceptance (LOA).
  • Utilizes automated USN and USAF FMS financial accounting and reporting systems to include CRIS, CMCS, ABSS, CCaR, DIFS, SCIP, and DSAMS.
  • Prepares and monitors the status of a variety of reimbursable and direct cite funds usage documents in USAF financial system.
  • Reviews funding documents for complete and correct lines of accounting.
  • Ensures final billings are received, corresponding expenditures posted, and remaining funds are reverted back to the case for reprogramming, once materials and services have been delivered and accepted.
  • Responsible for submitting supporting documentation for the correction of financial discrepancies to DFAS and Bolling AFB.
  • Reviews invoices and voucher for accuracy, before approving for payment.
  • Responsible for the Tri-Annual Commitment/Obligation reviews by ensuring all commitments and obligations are appropriately reviewed, and modification/deletions are updated in the financial system.
  • Ensures Annual Case Reviews (ACR) required by the DSCA Reconciliation and Closure Manual (RCM), DoD 5105.65-M, is completed in a timely manner.
  • Supports USG-internal meetings, Case, Financial, Program Management Reviews, and annual case reviews.
  • Communicates with the Country, IPT leads, and cross-functional agencies to include DSCA, SAF/IA, SAF/FM, AFSAC, DFAS, Bolling AFB, or any other applicable organizations.
