Job Description

Summary

This job involves analyzing financial data, tracking budgets and expenses, and providing recommendations to improve operations within the Defense Finance and Accounting Service.

You'll monitor trends, resolve data issues, and coordinate with teams to ensure accurate budgeting for military finance projects.

Key Requirements

  • One year of specialized experience at GS-11 level or equivalent in financial and business operations analysis, including work counts, manpower, cost/benefit analysis, resource management, performance metrics, and budget formulation/execution
  • Obtain and maintain DoD Financial Management Level 2 Certification within 2 years of entry (or complete within original timeframe if already required)
  • Meet time-in-grade requirement: 52 weeks at GS-11 or higher in the preceding 52 weeks for current/former federal employees
  • Eligibility as current permanent DFAS employee, DoD PPP Military Spouse preference applicant, or DFAS VRA employee

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Financial and business operations analysis with experience in areas such as: work counts and work years, manpower, cost/benefit analysis, resource management, performance metrics, budget analysis/formulation/execution, and working capital funds.

This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment.

If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period.

Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing.

** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Monitors financial management and statistical trends and prepares analytical reports on cost, status of funds, expenses and obligations.
  • Develops recommendations involving impacts on policies, procedures, systems, and operations of the mission area/product and DFAS.
  • Performs analysis on complex financial problems within the product line and prepares staff papers to support recommendations, solutions, and taskings.
  • Coordinates with site budget teams, mission area managers, and lead to validate work counts, work years, and dollar requirements. Resolves issues with questionable data.
  • Provides policy interpretations and functional recommendations to mission area managers/site budget teams on diverse financial management issues.
  • Coordinates and submits the work count and budget formulation submissions for mission area/product line.
