DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

The City is seeking a detail-oriented financial analyst to support multiple City departments through financial planning, budgeting, forecasting, and data-driven decision-making.

This position plays a critical role in enhancing transparency and operational efficiency by leveraging modern data visualization tools—particularly Power BI—to transform complex financial data into clear, actionable insights for leadership and department stakeholders.

RESPONSIBILITIES:

  • Provide financial analysis, budget development, forecasting, and variance analysis for assigned City departments.
  • Develop, maintain, and enhance interactive dashboards and reports using Power BI to support strategic planning and operational performance.
  • Translate complex financial and operational data into user-friendly visualizations and presentations for non-financial audiences.
  • Partner with department leaders to monitor expenditures, identify trends, and recommend cost-saving or efficiency initiatives.
  • Support annual budget preparation, mid-year reviews, and long-range financial planning efforts.
  • Perform ad hoc financial modeling, scenario analysis, and revenue/expenditure projections.
  • Ensure data integrity and collaborate with IT and other stakeholders to improve data systems and reporting processes.
  • Prepare reports and presentations for executive leadership, City Council, and other stakeholders.
  • Performs other duties as requested by division and department head.

WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field closely related to the job.

EXPERIENCE REQUIREMENTS
Four years of professional experience in finance, economics, budget analysis or a closely related field are required.

Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.

Qualifications

Preferences will be given to candidates with:

Special consideration will be given to applicants with experience in grant writing and management; SAP and financial reporting experience as well as applicants with strong Microsoft Office products such as Excel, Word, PowerPoint and Publisher.

Work is substantially complex and varied and requires the interpretation of technical and detailed guidelines, policies and procedures in combination.

Analytical ability is needed to gather and interpret data.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
