The East Bank Development Authority (EBDA) is an Authority created for the purpose of the implementation and oversight of redevelopment on Nashville’s East Bank.

The East Bank is a 550-acre area adjacent to the Cumberland River and situated between the heart of downtown Nashville and the thriving neighborhoods of East Nashville.

Running from River North and the planned Oracle campus south to I-24 and including 130 acres of Metro-owned land, today the area is comprised of mostly asphalt parking lots, industrial and commercial uses, and Nissan Stadium.

The EBDA is working daily to implement and install Nashville’s next great neighborhoods.

This is an exciting opportunity to work on multi scale projects from regional planning efforts to singular utility installations.

EBDA is authorized under Chapter 68 of the State of Tennessee Private Acts of 2024, as adopted by BL2024-428. This is a non civil service position.

Requirements

Reporting to the EBDA Chief Executive Officer (CEO), the Finance Manager will:

  • Lead the daily finance operations of the East Bank Development Authority (EBDA) and confer with Board Members and department heads on financial matters related to the Authority.
  • Assist the CEO and COO with establishing the operating budget and prepare the budget for request to the EBDA Board and Metro Council.
  • Assist the CEO/COO with establishing capital budget proposals.
  • Oversee and maintain the financial model for EBDA and coordinate with other EBDA staff on model maintenance.
  • Prepare or direct preparation of finance and accounting reports, while providing regular financial updates to the Board through presentations and reports.
  • Provide financial data and advice for decision makers on complex matters related to the development of the East Bank.
  • Formulate the financial policies of the EBDA and direct the work of staff.
  • Develop and maintain organizational procedures, rules, and regulations and make recommendations for improvement.
  • Engage in and direct various specialized phases of financial and accounting administration.
  • Review procurement contracts to ascertain funding limitations and allotment of funds to various phases of a project.
  • Lead the procurement process for EBDA and provide assistance on complex contract environments.
  • Coordinate with Metro Finance to prepare the annual audit per the Intergovernmental Agreement (IGA) between Metro and EBDA.
  • Manage and develop employees to include but not limited to providing direct instruction, completing evaluations, approving leave requests, and counseling employees on performance or discipline.

Qualifications

EDUCATION AND EXPERIENCE
Bachelor’s Degree from an accredited college or university and five (5) years of progressively responsible experience in financial administration, including at least two (2) years of supervisory and/or project management experience.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Additional Information

  • Experience having served in a finance leadership role in a complex organization.
  • Knowledge of principles, practices, rules, regulations, and laws related to governmental accounting, budgeting, auditing, purchasing, investments, collections, and real property acquisition and disposal.
  • Knowledge and applied experience with budgeting and financial models related to economic development and infrastructure related projects
  • Familiarity with CPMS/Oracle Primavera preferred or related project management system.
