Job Summary:
The Assistant Manager of Procurement will assist with overseeing, managing and directing the day-to-day operations for the Procurement Department within Detroit Water and Sewerage Department. This work involves mid-level independent judgment, initiative and discretion within their delegated procurement authority.
This is not a Civil Service Position. DWSD employees are subject to provisions of Court Orders entered in United States District Court, Eastern District of Michigan, Southern Division, Case No. 77-71100 with regard to certain terms and conditions of employment. DWSD does not honor reversion rights for internal candidates.

Supervisory Responsibilities:
• May hire and train new staff or assist management with this process.
• Coordinates and oversees the day-to-day workflow of subordinate staff within the department.
• As requested by the manager, conducts or assists with performance evaluations that are timely and constructive.
• Assists the manager with personnel actions, including discipline, coaching subordinates and scheduling time off.
Requirements
Duties/Responsibilities:
• Assists with overseeing procurement staff who review requisitions, specifications, conduct market analysis, prepares and publishes solicitations to ensure policy and guidelines are being followed.
• Manages day-to-day aspects of departmental processes to ensure bids, specifications, all workflow approvals are completed.
• Collaborates with other leaders to plan, direct, and coordinate current contracts, departmental needs, and purchase orders are being properly procured within the Department.
• Assist with the financial preparation and management of the budget for Procurement Team.
• Drafts, submits, and presents various performance and management reports.
• Assist procurement staff in managing inventory, approving or facilitating purchases as needed, negotiating contract pricing and verifying costs and receipts.
• Manages conflicts and resolves complaints about or within department.
• Performs other related duties as assigned.

Qualifications
REQUIRED EDUCATION AND EXPERIENCE (position requirements at entry)
• Bachelor’s degree; with a specialization in Business, Public Administration, Finance or a Purchasing-related field.
• Minimum of five years of experience in Public or Government Procurement and related activities such as associated with procuring commodities, services and contracts with evidence of progressive responsibility.
• Knowledge of the philosophy, mission, leadership, and planning needs of the organization
