GENERAL RESPONSIBILITIES:

The City is seeking a strategic and experienced Finance Manager to oversee and manage the budgets for the Mayor’s Office and the Office of Business Opportunity (OBO).

This position serves as the primary financial advisor to executive leadership, ensuring sound fiscal stewardship, transparency, and compliance with municipal policies and regulations.

The Finance Manager will lead budget development, financial forecasting, performance monitoring, and reporting efforts while providing strategic insight to support policy initiatives and operational priorities within the Mayor’s Office and OBO.

Responsibilities:

  • Lead the preparation, coordination, and administration of annual operating and capital budgets for the Mayor’s Office and the Office of Business Opportunity.
  • Monitor expenditures and revenues to ensure alignment with approved budgets and strategic priorities.
  • Provide financial forecasting, variance analysis, and long-range financial planning support.
  • Serve as a trusted financial advisor to executive leadership, offering data-driven recommendations and policy impact analysis.
  • Develop and present detailed financial reports and briefings for senior leadership, City Council, and other stakeholders.
  • Ensure compliance with municipal financial policies, grant requirements, procurement regulations, and internal controls.
  • Oversee financial operations including contract monitoring, grant oversight, and reconciliation processes.
  • Collaborate with Human Resources, Procurement, and departmental leadership on staffing budgets, contract expenditures, and funding strategies.
  • Supervise and mentor finance staff, fostering a culture of accountability, collaboration, and continuous improvement.
  • Identify process improvement opportunities to enhance efficiency, transparency, and fiscal accountability.

WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

Requirements

EDUCATION REQUIREMENTS
Requires a Bachelor’s degree in Finance, Accounting, Business Administration or a closely related field.

EXPERIENCE REQUIREMENTS
Seven years of professional experience in finance, economics, budget analysis or a closely related field are required.

Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement.


A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.

LICENSE REQUIREMENTS: None

Qualifications

Preferences will be given to candidates with professional experience with the following:

  • Budget and forecast preparation
  • Reconciliation/Variance analysis
  • Technical Skills
  • Financial and Budget Analysis experience
  • Development of staff
