Full Job Description

This position Finance Administrator – Treasury Cash Operations performs professional, administrative, and supervisory duties involved in managing the daily cash operations of the Metropolitan Government.

This position supervises cash operations staff and oversees core treasury operational functions including cash positioning, banking activity, reconciliations, payment processing, and compliance with internal controls and treasury policies.

The Finance Administrator – Cash Operations supports the Treasury Department in ensuring sufficient liquidity, operational efficiency, and adherence to treasury best practices.

Performs related duties as required.

Metro Finance has several divisions, including procurement, treasury and management and budget. Department employees provide financial management, information and business products to policy makers, departments, investors and the Nashville community to give them confidence in our government and to help them make informed decisions.

Requirements

  • Approves employee leave and ensures appropriate staffing coverage for daily cash operations.
  • Prepares payment documentation and coordinate with Accounting and Metro departments to ensure accurate and timely processing.
  • Evaluates existing processes and recommends operational improvements to enhance efficiency and accuracy.
  • Ensures staff compliance with departmental policies, procedures, and internal control standards.
  • Directs daily cash positioning activities to ensure operational accounts are adequately funded.
  • Assists with maintaining and updating short-term cash flow forecasts to support liquidity planning.
  • Coordinates with Treasury Debt and Investment teams to support funding needs for debt service, investments, and other treasury activities.
  • Monitors bank account activity, cash concentration structures, and basic fraud indicators.
  • Performs second-level review and approval of treasury-related invoices and statements as assigned.
  • Supports administration of the Treasury Management Workstation (TMS) and related banking platforms, including user access, data accuracy, and routine system troubleshooting.
  • Maintains accurate operational documentation, procedures, and data within the Treasury shared drive.
  • Prepares routine narrative, statistical, and financial reports for Finance leadership.
  • Assists with audit requests and participates in internal and external reviews related to cash operations.
  • Serves as a point of contact for internal Metro departments on routine cash operations and treasury process questions.
  • Works collaboratively across Treasury, Accounting, Budget, and other Finance divisions to support government-wide cash management activities.
  • May assist with special projects and operational initiatives.
  • May prepare requisitions and purchase orders.
  • Other duties as assigned.

Qualifications

Bachelor’s degree in Finance, Accounting, or a related field from an accredited college or university and (3) years of professional-level experience in finance or related field.
