This position is assigned to the FFSC; FFR; CNIC; Naval Base Coronado.
The purpose of the position is to serve as the point of contact to coordinate sexual assault response when reported at the installation.
The applicant serves as the designated program manager of sexual assault and sexual harassment victim support services, oversees local implementation and execution of the SAPR Program, and ensures comprehensive victim services are provided through a coordinated community response.
Completion of a four-year degree in behavioral health, social science, or criminal justice.
Three years of experience that demonstrates acquired knowledge of one or more of the behavioral health or social sciences equivalents to a major in the field OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above Experience with the Navy SAPR program preferred Must have the ability and skill to provide effective trainings and briefings The ability to maintain accurate statistics for program data collection and reports Must have the ability to understand, be sensitive to, and have empathy for victims; must have the ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious and socioeconomic backgrounds.
Must have the ability to intervene in crisis situations, using sound professional judgment, ethical practice and common sense Must be able to work cooperatively with military and civilian medical, social service, law enforcement and legal personnel on behalf of victims Must be skilled in written and verbal communication; and have knowledge of Microsoft Office suite and use of office software applications and equipment Must be able to communicate clearly and effectively both verbally and in writing in English Major Duties:
Ensures that the installation's SAPR program is in full compliance with DoD and Navy policies and instructions.
Serves as the installation commander's subject matter expert on all sexual assault prevention and response issues.
Serves as a liaison with the installation Commanding Officer on all matters of victim support, SAPR training requirements and SAPR policy implementation.
Provides crisis intervention, advocacy and support to victims of sexual assault.
This includes providing information on available options and resources to assist the victim in making informed decisions about the case.
Accompanies the victim, upon the victim's request, to interviews, medical examinations and appointments and court proceedings.
Maintains contact with the victim throughout the medical, investigative and judicial processes. Provides a warm hand-off to the gaining SARC when a victim transfers to a new duty station.
Ensures a trained SAPR Victim Advocate (VA) is assigned to each victim. The incumbent serves as co-chair of the Sexual Assault Case Management Group (SACMG).
Provides overall management and oversight of the installation's SAPR VA program. Oversees the recruitment, selection, training, and certification of SAPR VAs.
Manages initial and continuing education requirements and tracks certifications for all advocates.
Coordinates and provides annual sexual assault prevention and response training, general military training, and specialized training to command leadership, points of contact, and SAPR program personnel.
This includes coordinating and/or conducting training and providing SAPR presentations, briefings, and General Military Training (GMT).
Coordinates prevention and awareness campaigns and special events.
Ensures all required data is entered into the Defense Sexual Assault Incident Database DSAID for all unrestricted and restricted reports of sexual assault.
Ensures that all required DSAID follow-up is completed in a timely manner.
The incumbent will be required to work a fluctuating work week, to include evenings and weekends, to meet program needs, and will be required to respond to calls after hours.
