The primary purpose of this position is to serve as the program manager and analyst for the facilities program, and is responsible for integrating, and maintaining requisite facilities, infrastructure at headquarters and its operating locations necessary to facilitate the full scope of the JPRA mission.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience include: Knowledge of regulations, policies and procedures relevant to private, commercial and government occupied properties and construction.

Knowledge of ADA, OSHA, and the Federal Property Management regulations.

Knowledge of Government budgetary policies, procedures, and regulations to assure that budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of regulations, policies and procedures relevant to private, commercial and government occupied properties and construction.

Knowledge of ADA, OSHA, and the Federal Property Management regulations. 2.

Knowledge of Government budgetary policies, procedures, and regulations to assure that budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives. 3.

Ability to stratify resources against approved programs; to plan, and analyze budget impacts on programs; and to forecast long-term funding requirements. 4.

Ability to communicate in writing to develop a variety of written materials, briefings, and reports.

Ability to communicate verbally with a wide variety of levels of management, senior officials, and employees. 5.

Knowledge of processes to plan, organize, develop studies involving resources and support activities that may require extensive changes in established concepts and procedures. 6.

Knowledge of principles, concepts, and practices of planning and programming for construction projects.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

DUTY 1: Plans, schedules, coordinates, and directs comprehensive facility programs for the operation, maintenance, improvement, repair, physical security, safety, hazardous materials control, environmental compliance, and contractor oversight for two buildings located at Fort Belvoir, and off-site locations at Pope AFB, Fredericksburg, VA, and Fairchild AFB.

DUTY 2: Manages the base operating support budget; responsible for forecasting and managing the facilities annual budget and preparing submissions for the Program Objective Memorandum (POM).

DUTY 3: Plans and determines current and future space requirements to meet JPRA's mission growth and needs.
