This position is located in Facilities Management Service (FMS), Eastern Oklahoma VA Health Care System (EOVAHCS) in Tulsa, OK and serves the Veterans through overseeing, coordinating and administering the maintenance and repair of the VA's facilities equipment, building systems and infrastructure.
This position has program responsibility and operational oversight of FMS's maintenance and repair program and ensures regulatory and accreditation requirements are met to completion.

OR, Specialized Experience: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
AND, Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify for the GS-7, applicants must meet the following criteria: Specialized Experience GS-7: must have experience at the next grade level GS-5.
- Knowledge of building service equipment and engineering theories and practices, which require application of a comprehensive range of principles, concepts, and practices to solve problems with unclear definition or limited direction from supervisor or operators.
- Ability to apply these principles to the maintenance program of large pressure steam boilers and combined power generation system, chilled water plant, high voltage electrical distribution system with emergency backup power generation systems, enterprise level information network requiring numerous remote data closets which support facilities throughout Eastern Oklahoma Veterans Affairs Health Care System campus.
- Skills in actions to perform such functions as database maintenance, program support, system monitoring and use and deal with a variety of digital devices and hardware such as imaging equipment, scanners, copiers, printers, and read/write CD drives.
Creates, manipulates, and maintains an array of Windows/PC based software programs such as work processors, spreadsheets, electronic mail, databases, and a range of engineering packages.
- Employs a computerized maintenance management system, including preparation or technical supervision of system data inputs and review of data products for correct, complete, and timely utilization.
OR, Education: Applicants may substitute one (1) full year of graduate level education or Superior Academic Achievement, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

OR, Combination: equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level.

To qualify for the GS-9, applicants must meet the following criteria: Specialized Experience GS-9:must have experience at the next grade level GS-7.

Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Major Duties:
Major Duties of this position include but are not limited to: Serving the Veteran through overseeing, coordinating, and administering the maintenance and repair of the Veteran Health Administration facilities equipment, building systems, and infrastructure.
Ensuring quality and effectiveness of work performed by inspection, on the job spot checks, work samples, and customer feedback.
Prepare special and recurring reports for review by leadership for submission to higher level Veteran Affairs headquarters.
Coordinate reviews of medical center and Engineering service policies and will facilitate annual reviews to ensure utility management and facility operations policies remain current and accurate.
Oversee the lock-out tag-out program to ensure safety measures are being implemented properly. Oversee utility risk assessment and will ensure new equipment is assessed prior to installation.
Maintain an equipment inventory, record of repairs, and cost of upkeep for government property, operating equipment, and non-expendable property to determine cost effectiveness.
Apply extensive knowledge of facility materials and equipment to program the computerized maintenance management system and generate maintenance procedures and schedules.
Provide management with cost estimates of labor for special projects for each trade.
Ensure the quality and effectiveness of maintenance performed by Engineering service through inspections, on the job spot checks, work samples, and customer feedback.
Oversee Engineering service related requirements at the medical center, any community based outpatient clinics, and any other leased facilities throughout Eastern Oklahoma Veterans Affairs Healthcare System.
Serve as a contracting office representative for coordinating and monitoring service contracts that support facility maintenance and operations of the facility.
Creates and maintains a system of record for regulatory and accreditation requirements.
Manages the computerized maintenance management system data for accuracy to ensure locations for managed systems are correct.
Train and maintain a list of employees allowed to operate in the computerized maintenance management system.
Assists top service management in developing long term plans and policies for the organizations computerized maintenance management system.
Assists service level leadership in short-range policies and plans for the preventative maintenance program.
Identify and plan for service contract renewal for items related to the computerized maintenance management system and the functioning of the program.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
