The primary purpose of this position is to provide operational, facility, inventory, and compliance support for Air University Academic Services by managing publication distribution functions, coordinating facility and physical security activities.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Facility Management Series, 1640.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.
Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
The position requires a comprehensive knowledge of security concepts, principles, and practices to independently review, analyze, and resolve complex security issues; interpret and apply policy direction for contractors and government or military officials; and develop guidance for implementing security policies, procedures, techniques, equipment, and methods across diverse work environments and varying levels of security controls.
OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.
or J.D., related degree from an accredited college or university.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of operations, inventory control, and facility maintenance processes, including physical security, access control, and key control practices. 2.
Knowledge of procurement regulations and Government Purchase Card (GPC) requirements, including purchasing thresholds and routine acquisition procedures. 3.
Knowledge of cybersecurity, information assurance, antiterrorism, and inspection program requirements to ensure organizational compliance. 4.
Skill in using automated systems, tracking tools, inventory software, and office applications to maintain accurate records and documentation. 5.
Ability to plan, coordinate, and oversee daily operations, manage workload priorities, and supervise assigned inmate workers. 6.
Ability to communicate clearly and effectively in both oral and written forms with staff, customers, contractors, and inmate workers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Manages all facility operations for an 85,000 square-foot building by coordinating all maintenance actions, which includes validating, tracking, and monitoring work orders through completion via Civil Engineering systems.
Manages the daily operation of all publication and form operations, overseeing the stock, distribution, delivery, mailing, and destruction of all materials.
Administers the Government Purchase Card (GPC) program as the primary GPC holder for the Academic Services directorate, maintaining all required certifications.
Serves as the unit Security Assistant Program Monitor (SAPM), ensuring organizational compliance with cybersecurity, information assurance, and antiterrorism program requirements.
Provides day-to-day supervision and oversight for assigned inmate work details supporting storage areas and facility projects.
Plans and coordinates activities to manage workload priorities, ensures safe operations, and monitors inmate performance.
