To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience performing the following: (1) providing administrative oversight responsibility for power facilities management; (2) preparing reports, plans and status updates for management review; (3) developing and/or executing financial planning needs for a power facility program; and (4) submitting recommendations for procedures and schedules of preventative maintenance for a dam or powerplant.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b) You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 04/20/2026.

Major Duties:

This position is located in the Curecanti Field Division of the Upper Colorado Basin (UCB).

This position has responsibility for providing managerial oversight and direction for the development, execution, and coordination of programs in planning, construction, operations and maintenance of equipment, facility security, and general administration for the Molina facilities and Blue Mesa, Morrow Point, and Crystal Dams and powerplants and their related water conveyance systems.

Represents Reclamation in a wide variety of Curecanti Field Division matters with City, County, and State government; Western Area Power Administration (WAPA), U.S.

Forest Service, National Park Service officials.

Evaluates the general progress of the division in terms of progress, plans, and schedules, making investigations of technical difficulties and apparent delays.

Plans and schedules all work to be accomplished by the field division.

Directs the operation and maintenance, routine inspection, and preventative maintenance of electrical, mechanical, and hydraulic equipment and machinery in the Molina, Blue Mesa, Morrow Point, and Crystal Dams, powerplants, centralized control facility and appurtenant facilities.

Reviews and approves procedures and schedules for preventative maintenance for dam, powerplant, supervisory control and associated facilities including emergency repairs, overhauls, testing, adjustment, and modification of plant and associated facilities.

Coordinates with the Regional Office and Western Area Power Administration relative to the storage and release of water and the generation of power from CRSP facilities consistent with established schedules or special criteria and in cases of emergency conditions, emergency criteria, and individual initiative.

Directs the preparation of field data for designs, drawings, specifications and the preparation of contract estimates, and similar documents as delegated.

Directs the preparation of and administers the budget for the field division.
