The incumbent serves as the Facilities Operations Specialist responsible for the day-to-day management of a multi-storied, multi- tenanted building located on the White House Complex.

BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirements for the Facilities Operations Specialist position: (TRANSCRIPT WILL BE REQUIRED).
Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
-OR- EXPERIENCE with: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
-AND- SPECIALIZED EXPERIENCE: You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates: (1) Implementing various facility customer services and project management services( 2) Coordinating office moves by providing space redesign and move coordination support to customers (3) Assisting with overseeing building inspections (4) Serving as the point of contact for the customer and leadership on facility related matters to the buildings assigned.
OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR A Combination of Education and Experience.
You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates: (1) Organizing and implementing various facility customer services and project management services (2) Coordinating and overseeing office moves by providing space redesign and move coordination to customers (3) Overseeing building inspections (4) Serving as the point of contact for the customer and leadership on facility related matters to the buildings assigned.( 5) Consulting on technical and administrative management of programs and services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
As a Facilities Operations Specialist at the GS-1640-11/12, you will perform the following: Organizes and implements the various facilities' customer services and project management activities for the FMD.
Serves as an advisor to the tenants within the facilities on matters such as, upcoming projects, changes in schedules for current projects, and daily maintenance management.
Meets regularly with staff within the EOP to plan and outline future work related to the facilities.
Serves as the primary building contact for assigned buildings on all aspects of the management of the facilities. Responds to tenant requests for facility and property assistance.
Coordinates with GSA to resolve building emergencies in relation to elevators, heating, ventilating, air conditioning (HVAC), and electrical problems and troubleshoots facility problems.
Conducts formal inspection programs and evaluates operating services, maintenance, repair, space distribution and utilization.
Works with WHIT to ascertain locations of computer equipment and personal computers to insure adequate cooling, electrical power, airflow and environmental impact.
Prepares analyses of construction projects to determine costs and/or savings and submits findings to the Director and Deputy Director, FMD for review with GSA for funding prioritization.
