Job Description

Summary

This job involves overseeing the maintenance, planning, and management of buildings and spaces for a naval command in Japan, including coordinating repairs, budgets, and environmental compliance to support military operations.

A good fit would be someone with experience in facilities management or engineering who enjoys handling projects from start to finish and solving practical problems in a structured environment.

Note that medical and dental care is very limited in the location, so candidates should be prepared for overseas living.

Key Requirements

  • At least one year of specialized experience at GS-11 level or equivalent, including coordinating facilities engineering and administrative support
  • Experience developing building specifications, drawings, or plans for repairs, restorations, changes, or upgrades
  • Ability to create recommendations on facility replacement, repair, assignment, labor costs, supply costs, and repair/remodeling extent
  • Knowledge of facilities management programs, environmental compliance, space allocation, and maintenance
  • Skills in master planning, reviewing building layouts, work orders, and service orders
  • Proficiency in managing project milestones, budgets, planning, design, cost estimation, engineering, construction, and environmental restoration
  • Experience as a building manager or facility maintenance coordinator, resolving issues for leadership

You will serve as a Facilities Manager in the Comptroller Department of FLEET READINESS CENTER WESTERN PACIFIC. ***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED.

Please see Additional Information section below.*** Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Coordinating facilities engineering programs and/or administrative support functions within an organization, AND Developing building specifications, drawings, or plans concerning repairs, restorations, changes or upgrades AND Creating recommendations concerning replacement/repair/assignment of facilities, the labor and supply costs and the extent of repairs/remodeling required.

  • You will serve as the command Facilities Manager, responsible for the development, coordination, and execution of facilities management programs, environmental compliance, space allocation, and the maintenance of facilities across the command.
  • You will coordinate studies, plans, and programs necessary for facility and space management to meet base loading document objectives, including mission changes.
  • You will perform master planning duties, such as reviewing building layouts, work orders, and service orders.
  • You will manage and control project milestones and budgets throughout the lifecycle, from planning and construction to initial operations and disposal.
  • You will coordinate the planning, design, cost estimation, engineering, construction, and environmental restoration for projects of scope and complexity, characterized by diverse requirements, technical challenges, and public considerations.
  • You will serve as the Building Manager and Facility Maintenance Coordinator, addressing and resolving issues identified by command leadership and department heads.
  • You will oversee the preparation and processing of work orders for maintenance and construction, ensuring funding is available and properly allocated.
  • You will serve as the Inter- and Intra-Service Support Agreement Manager, overseeing and coordinating FRC WESTPAC operational requirements with host installation offices and organizations to ensure efficient and cost-effective logistical support.
  • You will plan and manages space utilization, relocations, and space control, serving as a building consultant to operating and staff offices on space management concepts and techniques.
