Job Description

Summary

This role involves serving as an emergency manager for a specific region in South Carolina, helping local counties build and maintain plans for handling disasters, conducting training and exercises, and supporting responses during actual emergencies.

A good fit would be someone with experience in emergency planning and coordination who is organized, good at building relationships with local officials, and ready to travel or relocate within the assigned counties.

Full Job Description

Serves as the Division’s Regional Area Emergency Manager for the Region 6 Operational Area: Aiken, Allendale, Bamberg, Barnwell, Beaufort, Colleton, Hampton and Jasper county areas to assist local emergency managers, first response personnel, and other officials in the development and sustainment of a comprehensive emergency management program to include the concepts of the National Incident Management System (NIMS) and the Incident Command System (ICS). Assists county emergency management with plans enhancement, training, exercise development and evaluation and after-action reviews. Ensures all appropriate stakeholders are aware of current programs, training, exercises, and grant opportunities from all sources to enhance effectiveness and efficiency of local programs. Assists in conducting capability assessments to identify shortfalls and plans for improvement; assists in training local responders on emergency management software such as Palmetto as requested. Assists in the implementation of various recovery programs including damage assessment team training. Assists counties during actual emergencies, responds to incident scenes as directed to serves as a liaison to the State Emergency Operations Center (SEOC). Ensures SCEMD director and appropriate chiefs are kept informed of the status of programs within the assigned area of operation. Establishes and maintains professional relationships with local organizations and maintains knowledge of operations of local and county governments. Works in the State Emergency Operations Center as assigned. Employee will work in the Aiken, Allendale, Bamberg, Barnwell, Beaufort, Colleton, Hampton and Jasper County areas. Changing residence outside of region 6 after accepting the position may result in termination.

Requirements

A bachelor’s degree and four years’ experience in operational and contingency planning, exercise coordination, training, and logistical operations, working experience in the emergency management field or a comparable emergency response discipline. Employee will be required to report to division headquarters in West Columbia when tasked and to respond on short or not notice to emergencies inside or outside the assigned area of operations to provide assistance to local officials and relay information to the division. Employees will incur overnight travel while attending conferences, training, workshops, and should be prepared to pay reimbursable expenses. May also be required to spend an extended period in a Joint Field Office during recovery operations or in an impacted area in the event of a major disaster.

Qualifications

South Carolina Certified Emergency Manager certification preferred or will seek to complete within three years.
