Job Description

Summary

This job involves helping manage a state program that compensates for damage to rivers and wetlands by funding restoration projects, including tracking money, reviewing proposals, overseeing construction, and coordinating with other agencies.

Key Requirements

This position is classified exempt; therefore, does not fall under the classified service.

This position has been designated as eligible for some telework. All new State employees and reinstatements are not eligible for telework until they successfully complete a training period. Additional requirements regarding employee approvals for telework can be discussed during the interview.

Under the supervision of an Environmental Resource Analyst, performs professional work statewide and at the advanced level within a team environment for the agency's In Lieu Fee Mitigation Program.

The In Lieu Fee Mitigation Program carries out select portions of the Us Army Corps of Engineers Federal Clean Water Act responsibilities to effect compensatory mitigation for unavoidable impacts to the state's waters.

Duties:

  • Employee will work to assist in the development and implementation of policy, track in lieu fee monies received and expended, identify and evaluate proposed mitigation projects for consistency with federal and state regulations, develop and oversee the issuance of grant awards for mitigation projects and oversee contractor's performing site acquisition, design, construction, and monitoring.

  • Employee will be responsible for scheduling site selection field visits and project reviews with The Interagency Review Team (IRT).

  • Employee will be responsible for scheduling design reviews, construction inspections, and approving grant agreement payments to contractors.

  • Employee will coordinate activities as needed within DEP and with external agencies including Us Army Corps of Engineers, US EPA, WV DNR, NRCS, and US Fish and Wildlife.

  • Employee will coordinate with a variety of internal and external contacts to actively seek proposed mitigation opportunities and to follow projects through to completion.

  • Employee will update and maintain project crediting via RIBITS, webpage, and database as well as maintain the electronic filing systems in which all projects will be housed.

  • Employee will perform other duties as assigned.


Expectations:
  • Employee must have a deep-rooted understanding of all rules and regulations associated with section 404 permits, 2008 mitigation rule, section 401 permits, NPDES permits, DNR stream activity permits, state historic preservation office requirements, federal endangered species act as well as other state, federal and local permits and regulations as they pertain to stream and wetland mitigation activities.

  • Employee must be able to communicate clearly orally and in writing. Must be available for overnight travel, must have a valid driver's license, and must be capable of conducting field work in adverse conditions and locations.

  • Preference will be given to applicants with a bachelor degree in a natural resource based field of study such as earth sciences (geology, physical geography, soil science, ecology, and hydrology); agricultural/plant sciences (agronomy, forestry, horticulture, and botany), landscape architecture, environmental sciences, or related field.

  • Preference will be given candidates that have experience in Natural Stream Channel Design, Permitting and Construction, GIS and mapping experience.

  • Regular attendance is an essential part of this position.

  • The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to be hired and annually thereafter.

Qualifications

Training: Bachelor’s degree from an accredited college or university.

OR

Substitution: Additional full-time or equivalent part-time paid professional experience as described below may substitute for the required training at the rate of one (1) year of experience for every thirty (30) semester hours of training.

AND

Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental resources, or in environmental protection, or in an agency specific area related to environmental impact.

OR

Substitution: Graduate coursework from an accredited college or university may substitute for the required experience at the rate of fifteen (15) semester hours of training for every one (1) year of experience.
