Under limited supervision of the Senior Technical Analyst, the employee will perform professional work at the full performance level of engineering services.
Duties:
Prepare plans, specifications, design drawings and maps for requisitioning land and water reclamation projects.
With use of AutoCAD drafting software, complete detailed drawings for construction projects.
Prepare engineering cost estimates of reclamation work to be bid out by requests for quotation (RFQ) and at times under a work directive.
Assist in the determination of property acquisition boundaries and calculate land areas and earthwork volumes.
Provide professional certification of design and construction documents.
Review both in-house and outside consultants provided engineering designs, drawings and specifications, ensure that the plans and specifications are complete, achieve the required reclamation objectives set forth in the revoked permit and/or any modifications.
Conform to code requirements and design appropriate facilities to meet current water treatment obligations.
Perform and/or direct corrections to such plans including NPDES applications for permits associated with reclamation projects.
Make/approve any adjustments to reclamation plans as site conditions warrant.
Review and approve construction inspection reports, perform project management for OSR projects from inception to completion, which includes, but not limited to: Conducting pre-bid conferences, prepare project addendums, pre-construction conferences, reviewing project submittals for approval, review and approval of payment applications (I.E.
Invoices), review and approval of project field adjustment, prepare project change orders, directing project inspection staff and performing construction inspections as needed, calculate project quantities for project closeout.
Resolve issues and disputes with contractors and work with private conditions.
Plan, design and provide technical assistance with the operation of polluted mine drainage treatment facilities to meet applicable water quality standards set by NPDES permitted discharges.
Will cooperate with other state and federal agencies (OSM, EPA, USACOE, DNR, and Courts) to complete reclamation and minimize adverse environmental impacts to off-site property and resources.
Prepare requisitions, MR-12 Forms, DOH permit applications, and addendums.
Have the ability to learn and use AMD-Treat and AUTOCAD software for design of acid mine drainage water treatment facilities to comply with NPDES regulated water quality standards.
Attend regular state or federal sponsored training sessions as needed.
Candidate must have knowledge of and/or the ability to learn and design pumping systems for water treatment.
Design sludge pumping and sludge handling systems on AMD-Water treatment projects.
Conduct or arrange for investigation of complaints and prepare appropriate reports.
Maintain weekly and monthly work reports, perform impoundment safety inspections following MSHA guidelines for frequency and methods.
The Employee will perform other duties as assigned and/or required.
The Employee must be computer literate with the ability to learn skills in AutoCAD software.

Training: Current Professional Engineer (PE) license issued by the West Virginia State Board of Registration for Professional Engineers.
AND
Experience: Seven (7) years of full-time or equivalent part-time paid experience in engineering, in which three (3) years must be as a licensed Professional Engineer.
Note: The experience must have been acquired after the bachelor’s degree but may have occurred before or after registration as a professional engineer.
