Job Description

Summary

This job involves investigating and cleaning up sites contaminated by hazardous substances to protect public health and the environment, including assessing sites, developing cleanup plans, and overseeing remediation projects like Superfund or Brownfields.

It also includes mentoring other staff and providing technical support for redevelopment of impacted properties.

A good fit would be someone with experience in environmental science, strong analytical skills, and a passion for sustainable land use who enjoys fieldwork and teamwork.

Key Requirements

This position In the Colorado Department of Public Health and Environment, Hazardous Materials & Waste Management Division, has been recommended for Reallocation to: Environmental Protection Specialist III


This position is open only to classified permanent employees of the listed Department, Division and Program within that Department.This announcement represents the selection process for an occupied, reclassified state position.

Requirements

The Work Unit:

This work unit exists to protect human health and the environment through the evaluation of potential or confirmed releases of hazardous substances and remediation of sites under federal or state authority.

The work unit seeks and fosters public involvement in selecting and implementing remedial actions which are: protective of human health and the environment; consistent with federal and state laws and policies; and technically sound, cost effective, and timely.

Projects in this work unit progress through: discovery; site assessment; selection of appropriate response action framework (e.g., Superfund, Brownfields, Voluntary Cleanup); remedial investigation; alternatives analysis; decision documentation; remedial design; remedial action; and operation and maintenance.


What you will be doing

Investigates potential or confirmed releases of hazardous substances for:

a) addition, if appropriate, to the National Priorities List;b) a response action through other federal or state authorized cleanup programs such asfederal Removal; state or federal Brownfields or state Voluntary Cleanup Program; orc) a determination that no further response is necessary.

Evaluates sites by conducting SiteAssessment evaluations and Targeted Brownfields Assessments.

These evaluations are prepared in accordance with Superfund guidance and policy. Develops sampling and analysis plans, collects environmental samples, conducts research, assembles and evaluates analytical data, and develops reports for internal and EPA review. Provides assistance to entities seeking redevelopment of environmentally-impacted properties through the Brownfields and Voluntary Cleanup Programs. Provides state technical support, participation and management on assigned Superfund and Voluntary Cleanup projects, thereby ensuring the remedial action meets the state's legal and policy requirements and is protective of human health and the environment, technically sound, cost effective, and timely. Conducts field oversight of cleanup activities to ensure the work is being implemented in accordance with plans and specifications and inspects completed sites to determine whether the remedy is intact and institutional controls are being maintained. Acts as technical lead to at least 3 other staff within the Remediation Program where
this position provides expertise, mentoring, and assistance on document review, data analysis, and decision making.


Qualifications

Residency Requirement:

MINIMUM QUALIFICATIONS:

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.


Experience Only:

Eight (8) years of relevant experience in an occupation related to the work assigned to this position


OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years


CONDITIONS OF EMPLOYMENT

  • A pre-employment background check will be conducted as part of the selection process.

  • TRAVEL: Travel within state, some overnight stays depending on distance and duration
    to conduct inspections, attend training and/or meetings


Appeal Rights:
