Full Job Description

This vacancy is for a GS-0028-9, Environmental Protection Specialist located in the Department of Homeland Security, U.S. Coast Guard, BASE KODIAK ENVIRONMENTAL DIVISION -FE in KODIAK, Alaska.

To qualify at the GS-09 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector.

Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include performing the following types of tasks on a regular basis.

Explaining corrective/preventive measures, policies and procedures related to EPA Working as a member of a team participating in briefings and/or presentations.

Using of windows-based software programs to include OUTLOOK, Word, PowerPoint, Access Google Chrome, EDGE, Internet Explorer.

Applying laws, regulations, policies, and procedures related to environmental protection.

Managing activities in hazardous materials, lead-based paint, asbestos containing materials (ACM) abatement and waste management.

Conducting inspections in the areas of solid and hazardous waste management, air and water environmental media, and spill prevention and response regulations, policies, and procedures.

Development of technical papers, reports, and letters related to environmental programs.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

You will serve as a Environmental Protection Specialist and be responsible for assisting with the day-to-day unit environmental compliance requirements, including the development, execution, and sustainment and continual improvement of the unit environmental management program.

The position serves as an environmental point of contact, supporting all aspects of the unit's environmental management system (EMS) / compliance management plan (CMP).

The position provides critical efforts to enhance unit initiatives to ensure environmental program activities and operations precisely and proactively comply with applicable laws, statutes, regulations, Executive Orders (EOs), and Departmental / Agency directives, instructions, and policies; are protective of the natural, cultural, and human environments; and contribute to a safe and healthful workplace.

Typical work assignments include: Coordinating efforts with and assisting higher graded staff interacting with top management, supervisors, staff, contractors, and operating officials.

Participating in the training and education of personnel at all levels on regulation requirements, environmental protection matters, sustainability efforts, and environmental program goals and objectives.

Supporting the development of budget requests and generating supporting documentation and justification for program resource requirements.

Conducting inspections of facilities and equipment, internal audits of installation activities and operations, ensures hazardous waste storage facilities/areas and hazardous material distribution centers are properly managed.

Implementing required operating permits; executing pollution prevention plans such as spill, prevention, control and countermeasure plans (SPCCs), storm water pollution prevention plans (SWPPPs), and emergency response/action plans.

Collecting / compiling data for incorporation into established environmental program metrics system.

Participating in assigned program area installation visits by officials of regulatory agencies, local/community governing bodies, department / agency representatives and officials, and consultants.
