The County of Riverside’s Flood Control and Water Conservation District (District) has an opportunity for an Environmental Project Manager who will be assigned to the Regulatory Division located in Riverside.The Environmental Project Manager is an advanced level manager classification reporting directly to an appropriate senior level division manager position.

This classification is characterized by responsibility for the development, implementation, oversight and coordination of the environmental processes for drainage infrastructure construction and operation to ensure compliance with environmental laws, principally CEQA, California Fish and Game Code Section 1600 et seq, Clean Water Act Sections 401 and 404, and the State and Federal Endangered Species Act , and related policies and regulations, such as the Western Riverside County Multiple Species Habitat Conservation Plan.

Incumbents manage environmental, and/or other technical staff including consultants in establishing and implementing environmental related policies and completing environmental project or program deliverables.

Meet the Team!
The Riverside County Flood Control and Water Conservation District's Regulatory Division supports the construction, operations, and maintenance of the District’s flood control systems. The Regulatory Division’s primary responsibility is to ensure that the District complies with various environmental regulations such as CEQA, AB52, CWA Sections 401 and 404, California Fish and Game Code Section 1600, MBTA, and the State and Federal Endangered Species Acts.


Requirements

• Provide project management support on an array of technically complex projects related to drainage, biology, cultural resources, water ways, chemical management, geology, archaeology, air quality, stormwater quality, hazardous waste, spill prevention, hydrologic data collection, paleontology, and storm and wastewater.

• Plan, organize, direct, review, and evaluate the work of professional department staff and external consultants involved in the oversight of the environmental compliance processes for drainage projects; engage and direct staff while coordinating with department project managers, planners, or development applicants during project planning, design and/or construction phases, to ensure compliance with environmental laws and regulations.

• Directly manage the environmental process for specific, high priority projects; prepare and review the scope of work; review and comment on environmental work products; coordinate project tasks and delivery with project managers, planners, and outside approving agencies.

• Participate in consultant selection and proposal evaluation of task orders and agreements; prepare Board docs and Form 11"s for consideration and approval by the Board of Supervisors; prepare and review the environmental project scope, budget, and schedule with consultant firms and on call consultants.

• Prepare, manage and monitor project budgets and schedules; review consultants' monthly progress reports to ensure compliance with project scope and agreement provisions, and approve consultants' invoices for payment processing.

• Review and comment on proposed drainage project plans and legislation that affect the Agency's environmental compliance process; review current Department practices for environmental compliance and prepare or revise existing Department environmental policies and practices to ensure continual environmental compliance.

• Responsible for consultant oversight and contract administration, including scope development, coordination of proposal evaluation and selection support, review of progress reports, and invoice review and approval.

• Develop and manage environmental compliance through policy and regulatory development.

• Prepare, manage, and monitor project budgets and schedules and track scope compliance throughout delivery.

• Perform research, analyze, prepare, and/or manage complex environmental documents including Environmental Impact Reports (EIRs); provide technical expertise in comprehensive land use drainage or TIP planning activities; evaluate and/or review field checking project entitlement plans, grading plans, water quality improvement plans for drainage projects, or land use developments.

• Prepare, review and management of CEQA documents (for example: IS/MND, Addenda, and or EIR-related support), and ability to guide project teams through CEQA process through completion

• Represent the Department with internal partners, external agencies, stakeholders, and the public on environmental compliance matters. May testify in court proceedings or other administrative hearings as an expert

Qualifications

Education: Graduation from an accredited college or university with a bachelor's degree, preferably in physical, chemical, environmental, or biological science, planning, public administration, urban or physical geography, geology, architecture, or closely related field to the assignment.

An advanced degree in a scientific field of study is highly desired.

Experience: Six years of professional transportation land use or water resource planning experience, which included two years of experience with responsibility for project oversight in a supervisory, administrative, or managerial capacity.

License/Certificate: Possession of a valid California Driver's License is required. The incumbent is required to drive throughout the County of Riverside for site visits, field work, and data collections.

Physical Requirements: Field work and site visits are a requirement for this position. This will require walking over uneven terrain and in inclement weather.

Knowledge of: Principles of avoiding and minimizing environmental impacts; local, state, and federal environmental laws, regulations, court decisions, and interagency negotiations.

Ability to: Analyze environmental impacts and make recommendations for avoiding and mitigation impacts; evaluate regulatory programs and permits pertaining to management of natural resources and sensitive cultural resources, and formulate related approaches; provide project management support on an array of technically complex projects related to flood control construction and maintenance, development projects, and permit acquisition and management; plan, organize, direct, review, and evaluate the work of professional department staff and external consultants; direct and review programs of research in environmental protection; direct or participate in consultant selection and proposal evaluation of service agreements and prepare and review the environmental project scope, budget, and schedule with consultant firms and on call consultants; prepare, manage and monitor project budgets; review consultants' monthly progress reports to ensure conformance to project scope and agreement provisions, and approve consultants' invoices for payment processing; review current practices for environmental compliance and prepare or revise existing department environmental policies and practices to ensure continual environmental compliance; represent the department before other County departments, governmental agencies, environmental regulatory and permitting agencies, stakeholders, and the public.


Additional Preferred Skills:
  • Demonstrated proficiency performing at the Senior Environmental Specialist level, with consistent high-quality performance across two or more functional areas (for example: capital projects delivery, partner projects oversight, developer project acceptance, maintenance compliance, environmental permitting, CEQA documentation, agency coordination).
  • Strong working knowledge of CEQA, including preparation, review, and management of CEQA documents (for example: IS/MND, Addenda, and or EIR-related support), and ability to guide project teams through CEQA process through completion.
  • Demonstrated ability to manage environmental compliance and technical deliverables across multi-discipline project needs (for example: biology, cultural resources, water quality and stormwater, hazardous materials/spill prevention, geology, air quality, hydrology, and related constraints).
  • Demonstrated experience with consultant oversight and contract administration, including scope development, coordination of proposal evaluation and selection support, review of progress reports, and invoice review and approval.
  • Ability to prepare, manage, and monitor project budgets and schedules and track scope compliance throughout delivery.
  • Demonstrated ability to represent the Department with internal partners, external agencies, stakeholders, and the public on environmental compliance matters.
  • Strong written and verbal communication skills, including the ability to explain technical concepts to non-technical audiences and decision-makers.
