The Department of Transportation is actively looking to hire an Environmental Planning Supervisor in Dauphin County. This pivotal role involves overseeing the environmental aspects of the National Environmental Policy Act (NEPA) process. The selected candidate will be responsible for evaluating transportation plans, programs, and projects to ensure they adhere to relevant environmental laws, regulations, and policies. Requirements

As the Environmental Supervisor for NEPA, this role involves overseeing the professional planning team within Engineering District 8-0's Environmental Unit.

Responsibilities include organizing, assigning, and prioritizing tasks for team members, as well as evaluating their performance.

The supervisor is also tasked with interviewing and selecting new employees, assessing their work, approving or denying leave requests, initiating disciplinary measures when necessary, identifying training needs, providing coaching and guidance, and addressing any issues that arise.


Additionally, the supervisor prepares comprehensive environmental reports and analyses, defines the scope of work, and reviews environmental clearances and analyses conducted by both consultants and team members.

These clearances encompass a variety of technical reports and specialized studies, including Wetland Findings, Archaeological Reports, Hazardous Waste Surveys, Wildlife Habitat assessments, Historical Concerns, Farmland Findings, and evaluations of Social and Economic Impacts.

The supervisor ensures that all environmental mitigation commitments made during the clearance process are actively pursued and coordinates with state and federal resource agencies regarding transportation activities throughout the planning, design, construction, and maintenance phases.


Furthermore, the supervisor reviews and provides feedback on proposals, reports, and regulations from other agencies, as well as on proposed environmental policies from the Department.

To promote compliance and best practices, the supervisor also conducts training sessions for District employees in Design, Construction, and Maintenance, focusing on environmental issues to ensure that project development, construction practices, and maintenance activities are conducted in a manner that minimizes the risk of citations and violations.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Two years of experience as an Environmental Planner 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Six years of professional experience in local, regional, or state environmental planning; or
  • A Master's degree in planning or one of the environmental sciences and three years of progressively responsible professional environmental planning experience; or
  • Any equivalent combination of experience and training.
