The primary purpose of this position is: Under the guidance of a higher graded professional COR to serve in a developmental capacity of a Environmental Management COR the GS-09 level.

Must complete developmental assignments and training outlined in an established training plan and gain skills and knowledge to move to target grade GS-0819(99)-11.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

OREDUCATION GS-09: I have completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR COMBINATION OF EXPERIENCE AND EDUCATION GS-09: I have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduated-level education as described in the job opportunity announcement.

SPECIALIZED EXPERIENCE FOR GS-0401/0819/-1301-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-11: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of professional environmental engineering/scientific principles, practices, techniques, and procedures to effectively perform moderately difficult project development, execution, training, and routine advisory services in assigned projects.

2. Knowledge to troubleshoot routine environmental engineering/scientific problems requiring investigation of unsanitary or questionable conditions in assigned projects or programs(s). 3.

Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices.

4. Skill in establishing effective working relationships with others and working cooperatively as a team member. 5.

Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Provides extensive professional environmental expertise to support assigned environmental projects through the application of professional knowledge and skill in environmental conservation and compliance practices, processes, and techniques.

Responsible for ensuring the BOS contractor is executing assigned projects, in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies.

Independently establishes surveillance methods and a systematic pattern of actions necessary to ensure that contracted Civil Engineer (CE) environmental management services are performed satisfactorily in meeting Wing mission and Performance Work Statement (PWS) requirements.

Provides advisory services on questions, issues, and projects in assigned program areas.

Complies with health, safety, and environmental rules and procedures, and performs work that enhances the safety of the work environment.

Coordinates curricula and training for assigned program areas at the installation and assists the BOS contractor in obtaining government-provided training as specified in the PWS.
