Job Description

Summary

This job involves leading technical efforts in testing and evaluating advanced electro-optic, infrared, and laser technologies for naval weapons systems, including overseeing upgrades and developing long-term plans to ensure these systems meet military needs.

A good fit would be an experienced engineer or scientist with a strong background in defense technology who enjoys providing expert advice to leadership and managing complex projects in a government research setting.

The role requires both hands-on technical skills and the ability to secure funding and communicate visions across teams.

Key Requirements

  • Professional engineering or science degree in fields like engineering (0801), physical science (1301), mathematics/statistics (1501), operations research (1515), or computer science (1550)
  • At least one year of specialized experience at GS-12/13 level or equivalent in technical oversight and leadership for test and evaluation of warfare technologies such as electro-optic, infrared, or laser systems
  • Experience in integration, upgrading, validation, and transition of technology systems for weapons programs
  • Ability to provide technical leadership and advise on current and future test capabilities in EO/IR technology
  • Skills in developing roadmaps, managing facility and equipment upgrades, and securing funding for enhancements
  • Proficiency in analyzing capability gaps and creating processes for validation, verification, and requirements traceability

Full Job Description

You will serve as an Engineer or Scientist in the Electro-Optics Technology DDM Branch (LXND), Electro-Optics Technology Division (LXN), Sensor Integration & Technology Department (LX) of NAVAL SURFACE WARFARE CENTER.

The ND-05 encompasses positions equivalent to the GS-14/15.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: as a professional engineer or scientist providing technical oversight and leadership in test and evaluation, integration, or upgrading warfare technology (e.g.

electro-optic; infrared; laser) system requirements to meet validation and transition objectives for weapons programs.

  • You will serve as the Test and Evaluation (T and E) Chief Engineer (CHENG) for Electro-Optic Technology Division (EOTD).
  • You will work alongside the division’s CHENG and Chief Scientist, advising division leadership on matters pertaining to the current and future state of T and E capabilities and the general state of EO/IR technology.
  • You will provide technical leadership in electro-optic, infrared, and laser technology areas.
  • You will develop a long-term vision for EO/IR T and E capabilities in tandem with Chief Engineer and Chief Scientist and communicate across the organization.
  • You will manage upgrade to T and E enhancements for the division, this includes facility enhancements, test equipment acquisition, installations, etc.
  • You will assist in obtaining funding sources and/or proposals to aid in T and E upgrades beyond direct program funding to pursue funding for future T and E capabilities.
  • You will analyze current T and E capabilities and address gaps within the division to meet mission requirements.
  • You will create the T and E Roadmap that articulates the division’s baseline ability to perform effective evaluations of current EOIR Technologies / fielded systems and future upgrades to support emerging technologies.
  • You will generate and manage processes for Validation and Verification of division programs in a manner that supports test and product requirements traceability.
