This job involves overseeing construction projects for the U.S.

Specialized Experience:One year of specialized experience in the Federal service which includes: 1.) construction management (quality and schedule management and technical issue resolution), and 2).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major Duties:

  • Analyze, evaluate, and select the best method of contract delivery of construction contract for wide variety of conventional and complex multi-purpose project.
  • Conducts cost estimation/cost analysis, evaluation and negotiations of complex and costly modifications and claim.
  • Lead negotiation with contractor for new contract and participate in the most difficult negotiation of modification as a representative of the Contracting Officer.
  • Prepare Finding of Fact with exhibit for claim, which are anticipated to be lengthy, complex and/or contain unusual cost factor.
  • Prepare estimate for monetary claim, which are anticipated to be forwarded to ASBCA for a decision on merit and/or quantum.
  • Monitor preparation and/or submission of documents necessary for timely contract closeout in accordance with contract requirements.
