Summary

Full Job Description

You will serve as an Engineering Technician in the Capital Improvements of NAVFAC ROICC VICENZA.

Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Applying technical knowledge in the field of the various building construction disciplines that may include: civil, structural, mechanical, electrical systems, building materials and installation methods, quality and safety management, AND ensuring that projects are completed in accordance with contract requirements, safety and environmental policies and regulations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will serve as a civil construction Engineering Technician and provides engineering support services in the field of construction contracts.
  • You will be responsible for types of projects may include but are not limited to new construction, renovation, demolition, environmental remediation, equipment installation, dredging, energy, or any combination of these.
  • You will support the management and administration of complex and challenging construction projects in various geographic locations in support of Navy, Marine Corps and other agency clients with critical, time-sensitive missions and functions.
  • You will evaluate and assure the quality control efforts of the construction contractor.
  • You will provide overall coordination of the construction quality management program for assigned projects, maintaining working knowledge of the requirements set forth as they pertain to Construction Quality Management.
  • You will attend selective quality control, preparatory and initial meetings, and monitor three-phase checklists for accuracy and thoroughness.
  • You will validate quantity, condition, and approval of materials on site prior to invoice payments.
  • You will assure quality workmanship in accordance with specifications and industry standards on concrete/masonry/stucco/building envelope/structural steel/bolting/welding and other building materials/structural systems as required.
  • You will be knowledgeable about contract safety requirements, as well as applicable Federal, State, local, and host nation laws and regulations as it pertains to the construction effort.
  • You will perform cursory review of Activity Hazard Analyses and ensure that these are discussed by the prime contractor and their respective subcontractors prior to beginning each work activity or when a new work crew is to perform the work.
  • You will review and provide recommendations towards acceptance of Crane Critical Lift Plans along with crane operation qualifications and certificate of compliance.
  • You will perform worksite safety assessments.
  • You will coordinate temporary utility and communication hook-ups for contractors.
  • You will coordinate excavation, hot work, bum and other construction-related permits as required subject to local restrictions
  • You will support the review/approval of all government approved technical and administrative submittals including but not limited to the schedule of prices, accident prevention plan, activity hazard analyses, and test plans/reports.
  • You will provide support to the Contract Specialist/Contracting Officer relevant to the administration of construction contracts/task orders.
  • You will ensure safety information, labor law information and all other required administrative information is properly posted at the jobsite.
  • You will ensure contractor is conducting monthly site safety self-evaluations and submitting the information with the pay vouchers/invoices.
  • You will assist with coordination of the installation of cylinders/cores, keying system, and turnover of keys to owner/occupant.
  • You will assist with plans-in-hand constructability reviews.
