Full Job Description

This position serves as an Engineering Tech with the Engineering, Plans & Services Division located at the Raven Rock Mountain Complex (RRMC).

RRMC is on one of the Nation's premier facilities, providing support to various Department of Defense (DoD) tenants in an all-hazards environment.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: Applying technical engineering design related to complex design and construction sufficient to monitor work for compliance with contract requirement; Reviewing designs for conformance with industry standards; and Utilizing contracting processes to provide oversight for engineering contracts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: Serving as an Engineering Technician, manages contracted and in-house construction projects from concept through completion.

Oversees new construction, alterations, and modifications of critical architectural, civil, electrical, and mechanical operating systems, ensuring projects meet operational objectives and are completed on schedule.

Leads bid walks, addresses contractor inquiries (RFIs), manages change orders, and ensures all work is performed in accordance with contractual agreements.

Acts as a Contracting Officer's Representative (COR), performs detailed cost analysis using tools like RS Means and WinEst.

Performing in-progress and final technical inspections of all contractor work, verifying that workmanship and materials meet or exceed project specifications.

Prepares detailed inspection reports, notes any deficiencies, and schedules the final commissioning of all systems to ensure full functionality.

Serving as the primary liaison between multiple on-site contractors, the command unit, tenants, and external partners like the US Army Corps of Engineers (USACE).

Leads all project-related meetings, coordinates necessary utility outages, and provides regular progress updates to all stakeholders.

In a classified environment, monitors projects to ensure intelligence on operating capabilities is masked from security breaches.

Performs daily site visits to enforce strict construction safety compliance in accordance with industry standards such as USACE 385-1-1 and OSHA regulations.
