Employee will be assigned to the Division of Water and Waste Management, State Revolving Fund, Engineering Section.

Job Duties:

Administrative & Supervisory Leadership

  • Direct Engineering Staff: Manage and supervise a team of engineers, including making work assignments and handling all personnel-related matters for the section.
  • Program Compliance: Ensure all engineering activities and programmatic functions strictly adhere to state and federal laws, regulations, policies, and federal grant requirements.
  • Strategic Guidance: Assist with defining mission goals and objectives for the SRF Engineering Section and providing professional engineering decisions and oversight for the unit.
  • Executive Support: Provide technical counsel and assistance to the Assistant Director, Director, and Cabinet Secretary as needed.

Engineering & Technical Oversight

  • Project Review: Perform professional engineering reviews of planning, design, and construction documents for water and wastewater infrastructure projects.
  • Construction Management: Responsible for assigned project construction oversight and field monitoring.
  • Technical Consultation: Provide engineering advice for the division’s permitting and nonpoint source programs.
  • Inter-Agency Reviews: Coordinate wastewater treatment system reviews in conjunction with the Department of Health’s environmental engineering division.
  • Will assist with the coordination of the SRF’s technical assistance programs.

Liaison & Inter-Agency Coordination

  • Primary Contact: Act as a lead state representative for proposed drinking water and wastewater infrastructure projects.
  • Funding & Grants: Coordinate with state and federal agencies regarding the funding of infrastructure projects and assist in reviewing applications for the Infrastructure and Jobs Development Council (IJDC).
  • Board Representation: Represent the DEP at professional meetings and may serve as an alternate for the Assistant Director on the Water Development Authority Board and the IJDC.
  • Attend Meetings: Attend state and regional meetings and forums (e.g., WV Rural Water Association, WV Water Environmental Association, WV American Water Works Association, WV Municipal League, WV Contractors Association, CIFA, and U.S. EPA).

Required Qualifications & Expectations

  • Education Background: Engineer degree(s) in Chemical, Civil, Environmental and Mechanical Engineering.
  • Experience: Strong knowledge of both drinking water and wastewater treatment systems.
  • Public Relations and Communications: Establish and maintain professional relationships with federal, state, and local officials, as well as the general public and internal staff.

    Exceptional oral and written communication skills, with a focus on public speaking.

    Maintain meticulous records and draft clear, concise reports to present factual material and engineering ideas effectively.

  • Travel: Ability to perform extensive in-state and out-of-state travel.
  • Licensure: Must possess a valid driver’s license and PE license.

Qualifications

Training: Current Professional Engineer (PE) license issued by the West Virginia State Board of Registration for Professional Engineers.

AND

Experience: Eight (8) years of full-time or equivalent part-time paid experience as a licensed Professional Engineer in a responsible capacity in charge of engineering projects.

Note: The experience must have been acquired after the bachelor’s degree but may have occurred before or after registration as a professional engineer.
